Motion by Commissioner Dempsey, seconded by Commissioner Nixt, to recommend that City
Council approve Northland's request for a conditional use permit from Northland Security Bank
and adopt a resolution declaring terms of same.

Further Discussion: Commissioner Wivoda questioned if 'Instant Cash' should be specifically
mentioned in Item #2. Zoning Administrator Frolik agreed that it is better to issue the permit for
an additional 15 square feet of sign than a specific message.

Amendment by Commissioner Wivoda, seconded by Commissioner Jensen, to amend the
proposed resolution to apply to the square footage approved rather than the message.

Amendment Carried. Voting Yes: Chairperson Anderson, Commissioners Wivoda, Jensen,
Dempsey, Johnson, Kociscak, and Nixt. Voting No: None.

Motion Carried. Commissioner Johnson agreed to the revision as a friendly
amendment.

Commissioner Wivoda inquired if the signs would be lit. Jim Gromberg, Connexus Energy,
explained the signs would be back-lit from inside the sign.

Commissioner Wivoda requested the addition of Findings of Fact #21 to read: Signs will be lit at
night. Commissioner Johnson and Dempsey concurred to the addition of #21 as a friendly
amendment.

Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Dempsey, Jensen,
Kociscak, Nixt, and Wivoda. Voting No: None.

Motion by Commissioner Johnson, seconded by Commissioner Jensen, to recommend that City
Council approve Connexus' request for a conditional use permit and adopt a resolution declaring
terms of same.

Planning Commission/January 5, 1999
