Case #4 <br /> <br /> ESTABLISHMENT OF PERMANENT BENCH MARKS <br /> IN THE CITY OF RAMSEY <br />By: Mark S. Banwart, Community Development Director and <br />Peter Raatikka, City Engineer <br /> <br />Background: <br /> <br />Since August 1, 1989, the Ramsey Planning and Zoning Commission has been reviewing <br />establishment of information required on Certificates of Survey. A Certificate of Survey is <br />required by Minnesota State Building Code as a prerequisite to issuance of a building permit. <br /> <br />On January 21, 1986, the City of Ramsey received bench marks and high water elevations for the <br />City of Ramsey as authorized at the November 12, 1985 City Council meeting. One hundred <br />twenty-six additional bench marks were located and/or installed within the rural area of the City. <br /> <br />On March 6, 1990, the Ramsey Planning and Zoning Commission recommended that City Council <br />authorize the City Engineer to proceed to establishment of permanent bench marks in the City of <br />Ramsey in order that surveyors will have reliable bench marks from which to work. <br /> <br />Observations: <br /> <br />In accordance with the Surveys Manual (5-293.885 ESTABLISHMENT - BENCH MARKS) <br /> <br />Permanent bench marks shall be established as near as practicable to the Right of <br />Way lines, at locations where they will not be disturbed by the proposed <br />construction, where they can easily be found, and where they will be convenient for <br />future use. Special efforts should be made to locate permanent bench marks near <br />important road intersections. <br /> <br />B. Permanent bench marks shall be established as follows, in order of desirability: <br /> <br />1) Disk cemented into a drilled hole in bed rock. <br /> <br />2) Disk cemented into a drilled hole in a concrete of stone building foundation, <br /> with the permission of the owner. <br /> <br />3) A suitable mark on a building foundation, or an easily identifiable point thereon, <br /> if the foundation is such that it would be damaged by the placing of a disk. <br /> <br />4) Disk cemented into a drilled hole in a concrete or stone abutment of a highway <br /> bridge (or railroad bridge with the permission of the railroad). <br />(Note: On highway bridges, the disk shall be set on the east comer of a south <br />abutment or on the south corner of a west abutment.) <br />(Note: On new concrete abutments, the Contractor shall set the disk at the location <br />directed by the Project Engineer, whose responsibility it shall be to have the disk <br />ready for installation at the Contractor's convenience.) <br /> <br />5) <br /> <br />Disk on a reinforced concrete monument extending below extreme frost line <br />including reference post with B.M. sign, placed adjacent to monument (See <br />Standard Plates No. 9300 A and No. 9301 A). <br /> <br />6) Capped pipe set in concrete extending below extreme frost line. <br /> <br /> <br />
