In urban areas, lights should be at regular intervals but not necessarily at
intersections.

On March 7, 1989, the Ramsey Planning and Zoning Commission tabled the Review of Street
Lights as a subdivision requirement.

On March 13, 1989, the consensus of the Planning and Zoning Commission was to direct staff to
prepare a draft ordinance amendment for consideration that would establish the following policies:

a)

The addition of street lights to existing rural and urban neighborhoods would be
handled in accordance with the City Charter as it relates to public improvements --
City consideration of the improvement will require a petition from the residents.
The construction and maintenance costs would be assessed to the benefitting
property owners.

b)

Street lighting would be required in newly developing urban neighborhoods at
intersections and regular intervals. Construction costs would be the responsibility
of the developer; maintenance costs would be the responsiblity of the benefitting
property owners.

The Planning Commission also requested that the Police Department prepare a report regarding
major and hazardous intersections throughout the City where street lights should be installed.

On May 2, 1989, the Ramsey Planning and Zoning Commission tabled the Review of Street Lights
as a subdivision requirement.

On May 16, 1989, the Ramsey Planning and Zoning Commission tabled the Review of Street
Lights as a subdivision requirement.

On June 12, 1989, the Ramsey Planning and Zoning Commission tabled the Review of Street
Lights as a subdivision requirement.

On July 10, 1989, the Ramsey Planning and Zoning Commission tabled the Review of Street
Lights as a subdivision requirement.

On July 18, 1989, the Ramsey Planning and Zoning Commission tabled the Review of Street
Lights as a subdivision requirement.

On August 1, 1989 the Ramsey Planning and Zoning Commission tabled the Review of Street
Lights as a subdivision requirement.

On September 19, 1989, the Ramsey Planning and Zoning Commission agreed that new
subdivisions in the MUSA should be required to install street lights at intervals, interior
intersections and major intersections at the expense of the developer. In addition, the Planning and
Zoning Commission agreed that in the rural area, developers of new plats should be required to
install street lights at intersections with County, State and collector streets.

On April 3, 1990, the Ramsey Planning and Zoning Commission heard a presentation by the
Anoka Electric Cooperative (AEC). The presentation included showing various light fixtures and a
discussion of pricing schedules. There was an announcement that two (2) lamp fixtures on 167th
Avenue N.W. would be demonstrated to show different types of lenses. The case was tabled in
order to allow both the Planning and Zoning Commission and City Council to evaluate the different
lighting effects.
