Case #6 <br /> <br />REQUEST FOR <br /> NORTHFORK <br /> AND SOUTH <br /> By: <br /> <br /> PRELIMINARY CONCEPT APPROVAL FOR THE AMENDED <br />P.U.D. (5TH ADDITION) (WEST OF ANDRIE STREET N.W. <br />OF 153RD AVENUE N.W.); CASE OF NORTH FORK, INC. <br />Mark S. Banwart, Community Development Director <br /> and Peter Raatikka, City Engineer <br /> <br />Background: <br /> <br />The proposed Northfork P.U.D. amendment of the concept plan represents a major change due to <br />the change in housing density. The concept of a golf course has been included in a number of <br />previous layouts reviewed by the City. Most recently, the Park Dedication Agreement (as <br />amended) dated May 9, 1989 shows a golf course layout. <br /> <br />The "Great Scot" proposed golf course would consist of 21 holes, 3 of which would be practice/ <br />limited time holes. In addition, the proposed golf course would include a driving range, putting <br />green and sand trap practice area. Future plans would include a clubhouse and associated parking <br />area. A site plan would be required for the clubhouse facility. (February 21, 1990) <br />City Engineer's Review (February 27, 1990) <br />Letter from DNR (March 2, 1990) <br />Public Hearing Notice (April 18, 1990) <br />Public Hearing Notification List <br />City Engineer's Review (April 24, 1990) <br /> <br />Observations: <br /> <br />On February 21, 1990, the City of Ramsey received a five page letter from Northfork, Inc. which <br />describes a number of requests and descriptions of the proposed development of the "Links at <br />Northfork" proposed golf course. City staff and North Fork, Inc. have been reviewing a number <br />of these issues over the past months. <br /> <br />On March 6, 1990, the Ramsey Planning and Zoning Commission accepted the Northfork P.U.D. <br />concept plan amendment as per the City Engineer's report dated February 27, 1990 and with the <br />following recommendations of the Commission: a) variances be granted to cul-de-sac lengths; b) <br />all lots contain at least one acre of area; c) street widths comply with City standards; d) alternative <br />locations for golf course parking lot be considered; e) alternative layout for lots on Jarvis Street be <br />considered to limit access onto Jarvis Street. <br /> <br />It was also requested that the trail crossing in the golf course be designed in such a way that it <br />compliments both users, golfers and horseback riders versus putting them in conflict with each <br />other. <br /> <br /> <br />
