Case #3 <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF NORTHFORK TRAIL ADDITION; <br /> CASE OF NORTH FORK, INC. <br /> By: Acting Community Development Director Sylvia Frolik ~' <br /> <br />Background: <br /> <br />North Fork, Inc. is requesting a minor subdivision to plat North Fork Trail Addition which <br />consists of approximately 89 acres generally located in the Northeast quadrant of the Northfork <br />P.U.D. Upon completion of the platting process, Oulots B, D and E shall be deeded to the City to <br />complete the public trail corridor which will extend from the City park East of Lake Itasca and Trott <br />Brook and Carr Addition North of the Northfork P.U.D. Outlots A, C, F and G shall be deeded to <br />the Northfork Homeowners Association as permanent open space. Outlot A consists of an upland <br />meadow on which the residents plan to construct softball fields and other amenities. The <br />Homeowners Association is looking for a determination from the City that designation of this area <br />as an outlot would not prohibit the construction of some recreational structures. It is also <br />anticipated that the Homeowners Association will desire vehicular access to Outlot A for <br />construction and maintenance equipment and parking facilities. North Fork, Inc. and the <br />Homeowners Association are looking for direction from the Planning Commission regarding the <br />use of Outlots A and B, Northfork 3rd Addition for access to Outlot A of Northfork Trail Addition. <br /> <br />The layout of Outlot B was approved by the Ramsey Park and Recreation Commission at its June <br />meeting. Outlots D and E correspond closely with easements previously granted to the City by <br />North Fork in accordance with the terms of the Park Dedication Agreement for Northfork. <br />Enclosed for your information are the following items: <br /> <br />A) <br />B) <br />C) <br />D) <br /> <br />Site location map <br />Proposed subdivision <br />Letter from North Fork, Inc. (July 25, 1990) <br />City Engineer's review (July 31, 1990) <br /> <br />Observations: <br /> <br />On May 10, 1990, the Park and Recreation Commission reviewed possible trail alignments <br />through Northfork and the consensus was to align the trail as far East as possible through the <br />North end to minimize interference with future recreational development desired by homeowners. <br /> <br />On July 24, 1990, the City received an application from North Fork, Inc. to plat a minor <br />subdivision to be called Northfork Trail Addition. <br /> <br />On August 8, 1990, the Ramsey Park and Recreation Commission will again be reviewing the <br />proposed minor subdivision. <br /> <br />Staff Recommendation: <br /> <br />City Staff recommends approval of the minor subdivision for Northfork Trail Addition as per the <br />City Engineer's report dated July 31, 1990. <br /> <br />Planning and Zoning Commission Action: <br /> <br />Motion to approve/deny the sketch plan for Northfork Trail Addition and recommend that City <br />Council grant final plat approval to the minor subdivision. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Attorney <br />City Engineer <br />Community Development Director <br /> <br /> Chief of Police <br /> Finance Officer <br />X Planning & Zoning Commission X <br />X Park & Recreation Commission <br /> <br /> <br />
