CASE <br /> <br /> LOWER RUM RIVER WMO <br /> PERMITTING PROCEDURE <br />By: Pete Raatikka, Consulting Engineer <br />and Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />The Lower Rum River Water Management Organization has recently <br />adopted guidelines and standards for improving water quality within <br />the watershed. To implement the guidelines, the WMO must establish <br />a permitting procedure for development in the district. <br /> <br />Two methods have been previously discussed by the City Councils <br />within the WMO. One method allows the City to issue permits and <br />the other method (Bassett Creek WMO permitting procedure) requires <br />all developments to go to the WMO for a permit. The Cities of <br />Ramsey and Anoka were in favor of the City controlled permit <br />procedures and Andover and Coon Rapids were in favor of the Bassett <br />Creek permit procedure. As a compromise, the WMO has prepared an <br />alternative permitting procedure.
