Case #1 <br /> <br /> DISCUSSION OF LOWER RUM RIVER <br />WATER MANAGEMENT ORGANIZATION (WMO) <br />By: Pete Raatikka, Consulting Engineer and <br /> Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />The Lower Rum River Water Management Organization has recently adopted guidelines and <br />standards for improving water quality within the watershed. To implement the guidelines, the <br />WMO must establish a permitting procedure for development in the district. <br /> <br />Two methods have been previously discussed by the City Councils within the WMO. One method <br />allows the City to issue permits and the other method (Bassett Creek WMO permitting procedure) <br />requires all developments to go to the WMO for a permit. The Cities of Ramsey and Anoka were <br />in favor of the City controlled permit procedures and Andover and Coon Rapids were in favor of <br />the Bassett Creek permit procedure. As a compromise, the WMO has prepared an alternative <br />permitting procedure. As your representatives to the WMO, we would like your input on the <br />permitting procedures.
