CASE #3 <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF FAYE ADDITION; <br />CASE OF FAYE CONSTRUCTION, B.B. CHAPMAN <br /> By: Sylvia Frolik, Acting Community Development Director <br /> <br />Background: <br /> <br />As you recall, the Commission last reviewed the proposed sketch plan for Faye Addition on <br />September 4, 1990. The 103 acre subdivision was proposed to consist of a combination of single <br />family urban residentidal, multi-family urban residential and commercial development. At that time <br />the Commission raised a number of concerns regarding: a) Future of Outlots A and B - will there <br />be an exchange with the County for additional property adjacent to Hwy. #10; b) Documentation <br />of previous City action regarding Duane Lundeen's request for residence in the B-1 Business <br />District; c) Explanation of density standards for developing in Airport Safety Zone B; d) Access <br />to the adjacent Kelly property; e) Development of commercial property more than 1,000 feet south <br />of Hwy. #10; f) Alternatives to developing multi-family residential adjacent to Riverside West. <br /> <br />On September 21, 1990, the developer submitted to City Staff a revised sketch plan for Faye <br />Addition dated September 19, 1990 that replaced the proposal for multi-family residential with <br />single family urban residential development. It also reduced Outlots A and B to one 5.3 acre outlot <br />to be dedicated to the homeowners association as private open space. With respect to access to the <br />Kelly property, the developer is proposing that there currently is a private easement in place south <br />from Hwy. #10 to the Kelly property. If the Kelly property is acquired for Anoka County <br />Regional Park, then the access is no longer necessary and the easement would be vacated. If the <br />Kelly property is not acquired by the County, then the private easement can be replaced with an <br />easement from the southernmost street in Faye Addition to the Kelly property. With respect to <br />continuing the regional trail system past the Kelly property, that trail link would be provided by the <br />County if the County acquires that property; if the County does not acquire the property, then the <br />developer of that property would be responsible for providing that trail link through park <br />dedication requirements. <br /> <br />One concern of City Staff with the newly revised sketch plan is the number of cul-de-sacs <br />proposed and this should be discussed by the Commission. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br />g) <br />h) <br />i) <br />J) <br />k) <br />l) <br /> <br />m) <br /> <br />Site location map <br />City Engineer's Review dated July 27, 1990 <br />City Landscape Architect's Review dated July 27, 1990 <br />Planning & Zoning Commission meeting minutes dated August 7, 1990 <br />Park & Recreation Commission meeting minutes dated August 8, 1990 <br />Letter from DNR dated August 16, 1990 <br />Letter from Anoka County Department of Parks and Recreation dated August 21, 1990 <br />Letter from Rand Kluegel, EQB, dated September 7, 1990 <br />Revised sketch plan dated September 19, 1990 <br />Letter from B.B.
