CASE <br /> REQUEST FOR A CONDITIONAL USE PERMIT TO <br />EXPAND AN ALUKINUM RECOVERY AND PROCESSING BUSINESS <br /> CASE OF DANNY'S ALUMINUM PROCESSINGt INC. <br /> By= Merland Otto <br /> <br />Background: <br /> <br />Mr. Dan Karth, Jr., owner of Danny's Aluminum Processing, Inc., is <br />requesting a conditional use permit to expand capacity of an <br />aluminum recovery and processing business at 14050 Basalt Street <br />N.W. (formerly GO Racing facility). The subject property consists <br />of 1.6 acres in the I-1 Industrial area with an existing concrete <br />building and baghouse facility. <br /> <br />The process includes melting down aluminum, casting, cooling and <br />shipping. Residue from the melt furnace is separated and shipped <br />off site for further processing. <br /> <br />A CUP was approved by the City Council on April 25, 1989 subject <br />to the conditions in the CUP (attached). <br /> <br />In addition, the development agreement stipulated that certain <br />improvements would be made to the property including paving, <br />curbing, fencing, landscaping, new septic system, and building <br />improvements. These have been completed with the exception of turf <br />establishment and replacement of the septic system. The Owner is <br />currently using an above ground holding tank. This is only <br />permissible upon specific Council authorization and after finding <br />that it is the most cost effective temporary solution. The Owner <br />has indicated his desire to connect to City sewer and water. City <br />sewer was scheduled to be extended to this area in 1990. The Owner <br />should initiate a petition for services so that a feasibility study <br />could be done. <br /> <br />According to the applicant, initially, the second furnace (max. <br />process input 2000~/hr.) was brought on line so that needed repairs <br />could be made to the existing (process input 800-2000~/hr.) <br />furnace. The applicant is requesting a permit to now run both <br />furnaces, with a total potential process input of 2800~ to <br />4000~/hour. Both furnaces would be connected to the baghouse. The <br />applicant is evaluating an afterburner system which, if successful, <br />would be used to replace the baghouse. The baghouse would be <br />retained to use in the event the afterburners are not in service. <br />The furnaces are fueled solely by propane. <br /> <br />On August 10, 1990, the applicant received notice from MPCA that <br />their facility was exempt from requiring an air emission permit <br />from MPCA. The exemption was based on the conclusion that the <br />potential to emit each of the criteria pollutants is less than 25 <br />tons per year. <br /> <br /> <br />
