CONDITIONAL USE PERMIT REQUEST
ALUMINUM RECYCLING, INC.
By: Merland Otto

CASE

Background:

Mr. Glenn Rychner has applied for a conditional use permit to
develop and operate an aluminum processing and waste recycling
facility. The site location is 14280 Sunfish Lake Blvd. (former
Cox property) on approximately 2.5 acres west of Hunter's Hill.
The property is zoned I-1 Industrial.

The operation would receive "glass, paper, plastic, aluminum,
brass, copper, etc." for recycling. Only aluminum would be
processed on site with a melt operation separating aluminum and
producing aluminum ingots.

The aluminum processing operation would include the disassembly of
vehicle transmissions on-site. Two melt furnaces are proposed to
be operated which would be located under separate canopies proposed
to be constructed.

Observations:

The recycling operation constitutes a solid waste management
facility under City Ordinance 90-5. Ordinance 90-5 specifically
prohibits waste management facilities within 1000' of an occupied
dwelling and in certain other areas of the City. This proposal
does not conform with Ordinance 90-5, Section 6e. The ordinance
does not have a variance clause.

Enclosed for your information are the following:

1)
2)
3)
4)
5)

Vicinity map.
Applicant's submittal.
Applicable portion of Ordinance 90-5.
Proposed Findings of Fact.
Proposed Conditional Use Permit.

Staff Recommendation

Staff recommends denial of the CUP request based on non-conformance
with Ordinance 90-5.
