CONDITIONAL USE PERMIT REQUEST <br />ALUMINUM RECYCLING, INC. <br /> By: Merland Otto <br /> <br />CASE <br /> <br />Background: <br /> <br />Mr. Glenn Rychner has applied for a conditional use permit to <br />develop and operate an aluminum processing and waste recycling <br />facility. The site location is 14280 Sunfish Lake Blvd. (former <br />Cox property) on approximately 2.5 acres west of Hunter's Hill. <br />The property is zoned I-1 Industrial. <br /> <br />The operation would receive "glass, paper, plastic, aluminum, <br />brass, copper, etc." for recycling. Only aluminum would be <br />processed on site with a melt operation separating aluminum and <br />producing aluminum ingots. <br /> <br />The aluminum processing operation would include the disassembly of <br />vehicle transmissions on-site. Two melt furnaces are proposed to <br />be operated which would be located under separate canopies proposed <br />to be constructed. <br /> <br />Observations: <br /> <br />The recycling operation constitutes a solid waste management <br />facility under City Ordinance 90-5. Ordinance 90-5 specifically <br />prohibits waste management facilities within 1000' of an occupied <br />dwelling and in certain other areas of the City. This proposal <br />does not conform with Ordinance 90-5, Section 6e. The ordinance <br />does not have a variance clause. <br /> <br />Enclosed for your information are the following: <br /> <br />1) <br />2) <br />3) <br />4) <br />5) <br /> <br />Vicinity map. <br />Applicant's submittal. <br />Applicable portion of Ordinance 90-5. <br />Proposed Findings of Fact. <br />Proposed Conditional Use Permit. <br /> <br />Staff Recommendation <br /> <br />Staff recommends denial of the CUP request based on non-conformance <br />with Ordinance 90-5. <br /> <br /> <br />
