Case #2: <br /> <br />REQUEST FOR SITE PLAN REVIEW; CASE OF MR. GLEN RYCHNER <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Mr. Glen Rychner is requesting site plan review to establish and operate an aluminum processing <br />and waste recycling facility at 14280 Sunfish Lake Blvd. N.W. (former Supreme Rentals <br />property). The property is approximately 2.5 acres in size and is zoned I-1 Industrial. The <br />operation would receive glass, paper, plastic, aluminum, brass, copper, etc. for recycling. Only <br />aluminum would be processed on the site with a melt operation separating aluminum and <br />producing aluminum ingots. To facilitate this operation, Mr. Rychner is proposing to add the <br />following facilities to the structures currently existing on the property: <br /> <br />Production area covered by a steel canopy to house melt furnaces. <br />Loading docks for larger feedstock to moved to melting area. <br />Docks and holding area for recyclable materials collected. <br />Parking for 6 employees. <br />Containers for cooling hot steel and storing cooled steel. <br />Scale. <br /> <br />The following items are enclosed for your information: <br /> <br />Site location map <br />Site plan <br />Operational plan <br />City Engineer's report dated November 15, 1990 <br /> <br />Observations: <br /> <br />On October 16, 1990, the City of Ramsey received an application from Glen Rychner for site plan <br />review to establish and operate an aluminum processing and waste recycling facility at 14280 <br />Sunfish Lake Blvd. N.W. <br /> <br />Concurrently, Mr. Rychner is applying for a conditional use permit to establish the proposed use <br />on the property. The recycling portion of the proposed use constitutes a solid waste management <br />facility that would be in conflict with City Ordinance g90-5, for which there are no provisions for <br />variances.
