ORDINANCE NO. 98-08 CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN INTERIM ORDINANCE ESTABLISHING DEVELOPMENT OF CERTAIN PARCELS OF RAMSEY, ANOKA COUNTY, MINNESOTA A MORATORIUM ON THE LAND WITHIN THE CITY OF The City of Ramsey Ordains: SECTION 1. AUTHORITY This Ordinance is adopted pursuant to that authority granted to the City by MSA 462.355, Subd. 4, entitled "Interim Ordinance." SECTION 2. PREAMBLE AND PURPOSE WHEREAS, the City Council has engaged a planning consultant to update the City's Comprehensive Plan; and WHEREAS, part of the consultant's efforts include the creation of a land use map; and WHEREAS, based on the studies to date, the City Council has determined that there are certain parcels within the City that are land use sensitive and subject to change in the comprehensive plan amendment; and WHEREAS, the City Council finds that an interim ordinance placing a moratorium on the development of certain parcels is necessary to protect the planning process and the health, safety and welfare of the citizens of Ramsey. SECTION 3. PROHIBITION During the term of this Ordinance, notwithstanding Chapter 9 of the City Code, entitled "Zoning and Subdivision of Land," no subdivision, rezoning, site plan approvals, conditional use permits or variances of any kind shall be permitted and no applications for said subdivision, rezoning, site plan approval, conditional use permit or variance shall be accepted on the parcels identified as follows: 27-32-25-22-0006 34-32-25-22-0012 34-32-25-23-0007 24-32-25-23-0001 24-32-25-32-0064 36-32-25-21-0003 25-32-25-32-0001 27-32-25-22-0003 34-32-25-24-0037 34-32-25-24-0040 24-32-25-23-0003 25-32-25-22-0004 34-32-25-14-0014 25-32-25-31-0009 27-32-25-22-0002 34-32-25-23-0005 23-32-25-14-0001 24-32-25-23-0002 25-32-25-21-0010 34-32-25-14-0016 25-32-25-31-0008
