Subdivision 1. Application: The following standards and requirements <br />shall apply to all non-residential or non-agricultural uses within the City. <br /> <br /> Subd.2. Wastes: All solid waste material and refuse shall be stored <br />within a completely screened structure or container designed for such purpose. All <br />hazardous wastes shall be disposed of in accordance with M.P.C.A. Regulations on <br />Hazardous Wastes as adopted June 18, 1979 and contained in 6MCAR Minnesota Code <br />of Agency Rules, Paragraphs 4.9001 4.9010. The City Engineer shall prescribe the <br />manner of sewage treatment and disposal in the case of large volume water usage. <br />Section 8.03 of the City Code shall also regulate wastes with exception that there needs to <br />a contiguous area for the installation of three soil absorption systems based on water <br />usage. <br /> <br /> Subd. 3 Storage: Garbage receptacles, refuse areas must be in rear or <br />side yards, and must be screened from public view and adjoining property. <br /> <br />No exterior storage shall be allowed if the property abuts an R-1R, R-1U, R-2U District. <br />Where the property does not abut such district, all exterior storage shall be screened with <br />the exception of: <br /> <br />a. Merchandise displayed for sale; <br /> <br />bo <br /> <br />Materials and equipment presently being used for construction <br />on the premises; or <br /> <br />c. Merchandise located on service station pump islands. <br /> <br /> Subd. 4. Landscaping: All non-residential uses shall provide a <br />landscaped area along all streets and areas separating a non-residential use from a <br />residential use. This shall be kept clear of all structures, storage, and off street parking. <br />Where a non-residential use is adjacent to an R-IR, R-1U, or R-2U residential use, the <br />non-residential use shall provide screening and a minimum of a 40 foot wide landscaped <br />yard along the boundary of the residential use. Where a business use is across the street <br />from a residential use, the business use shall provide a minimum of 20 feet of landscaped <br />yard between the property line and structure or parking area. Except for driveways, the <br />area shall extend along both streets in the case of a comer lot. <br /> <br />Underground irrigation systems shall be required in all non-residential districts and all <br />developments with three (3) or more units in one building. <br /> <br />All structures, required landscaping and fences shall be maintained so as not to be <br />unsightly to adjoining areas. <br /> <br />A finished ground grade shall be established such that natural drainage away from all <br />buildings is provided. <br /> <br /> Subd. 5. Screening: Where any non-residential use is adjacent to <br />residentially zoned/used property, there shall be screening provided along the boundary <br />of the residential property. Screening shall also be provided where a non-residential use <br /> <br /> <br />
