<br /> AN ORDINANCE AMENDING SECTIONS
<br />9.03.06 "SITE PLAN REVIEW" AND 9.11.20
<br />"NON-RESIDENTIAL PERFORMANCE STAN-
<br />DARDS,' OF CHAPTER 9 OF THE CITY CODE
<br />OF RAMSEY, MINNESOTA.
<br /> The City of Ramsey ordains:
<br />SECTION 1, SUMMARY
<br /> The following official summar7 of ordinance
<br />#99-09 has been approved by'the City Council
<br />of the City of Ramsey as clearly informing thl'
<br />publ!c of the intent and effect of the Ordinance.
<br /> It is the intent and effect of Ordinarce
<br />#99-09 to amend Ramsey City Code Chapter
<br />(Zoning and Subdivision of Land), Section~
<br />9.03.06 (Site Plan Review) and 9.11.20
<br />Residential Performance Standards) to:
<br /> Revised language to clarify requiremenfs
<br /> and to change any language that speci.%
<br /> cally references informalion that changes
<br /> occasionally by administrative decision
<br /> City Council resolution.
<br /> Add new submittal requirements for sib:
<br /> plan review applications including provid-
<br /> ing building elevations, color renderings,
<br /> locations of existing significant historical and
<br /> natural features, and exterior lighting loca-
<br /> tions, specification} and fixture diagrams,
<br /> Add new two new performance standards
<br /> for non-residential development, including
<br /> underground irrigation of landscaped
<br /> areas and the possible denial of flat tools
<br /> on non-residential buildings if it is deemed
<br /> to be incompatible with neighboring resi-
<br /> dential development.
<br /> Move Ihe performance stand'ards in
<br /> Section 9.03.06, Subdivision 4 (Standards)
<br /> to the more appropriate location in Section
<br /> 9.11.20 (Non-Residential Performance
<br /> Standards) of City Code.
<br /> ' Add traffic generation analysis to the site
<br /> plan review submiltal requirements for all
<br /> proposed multiple family dwelling (3 or
<br /> more units) and mobile home parks. This
<br /> item was added in order to codify, in this
<br /> section of City Code, Section 14.2,2 of the
<br /> Ramsey City Charter as amended per
<br /> Special Election, September 22, 1997, and
<br /> effective October 22, 1997.
<br />SECTION 2. EFFECTIVE DATE
<br /> The effective date of this ordinance is thirty
<br />(30) da~'s after its passage and publication,
<br />subject to City Charter Section 5.07.
<br /> Adopted by the Ramsey City Council the
<br />27th day of luly, 1999.
