PRINTER'S AFFIDAVIT OF PUBLICATION CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA t\N AMENDMENT TO CHAPTER 4 OF THE CITY WHICH CHAPTER IS KNOWN AS THE FACILITIES AND IMPROVEMENTS CHAPTER OF THE CITY CODE OF RAMSEY, MINNESOTA. AN ORDINANCE ADDING SECTION 4.80 TO THE CITY, CODE, WHICH SECTION 4.80 IS ENTITLED "STORM DRAINAGE UTILITY." The City of Ramsey ordains: SECTION 1. SUMMARY This Ordinance is enacted pursuant to MN Statutes Section 444.075, which authorizes cities to impose just and reasonable charges for the use of storm water systems. In exercising this authority, the City of Ramsey will be providing for the promotion of public health, safety, con- venience, and general welfare through the con- struction and maintenance of storm water sys- terns. This system hasheretofore been financed and paid for through the imposition of special assessments and ad valorum taxes. It is now necessary and desirable to provide an alterna- tive method of recovering some or all of the costs of improving and maintaining the storm water system. It has been determined that a just and equitable assignment of future improve- ment and operational costs of the storm water system should be based on the expected storm water run-off from various parcels of land within the City during a standard one-year rainfall event. Assigning costs and making charges based upon expected typical storm water run-off cannot be done with mathematical precision but can be accomplished within reasonable and practical I'imits. Rates and changes 'shall be determined by charging all storm.water run-off generators pro- portionately based upon the amount of their storm water run-off relative to that of a typical ingle-family residential usage within the City a standard one-year rainfall event. No charges for system availability shall be made against land that is either street right-of-way or vacant and unimprbved with substantially all of its surface having vegetative cover. EFFECTIVE DATE The effective date of this Ordinance is thir- ty (30) days after its passage and publi~:ation, subject to City Charter Section PASSED by the City Council of the City of Ram- sey, Minnesota, this 1 lib day of January 2000.
