PRINTER'S AFFIDAVIT OF PUBLICATION <br /> <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br />t\N AMENDMENT TO CHAPTER 4 OF THE CITY <br /> WHICH CHAPTER IS KNOWN AS THE <br /> FACILITIES AND IMPROVEMENTS <br />CHAPTER OF THE CITY CODE OF RAMSEY, <br />MINNESOTA. <br />AN ORDINANCE ADDING SECTION 4.80 TO <br />THE CITY, CODE, WHICH SECTION 4.80 IS <br />ENTITLED "STORM DRAINAGE UTILITY." <br /> The City of Ramsey ordains: <br />SECTION 1. SUMMARY <br /> This Ordinance is enacted pursuant to MN <br />Statutes Section 444.075, which authorizes cities <br />to impose just and reasonable charges for the <br />use of storm water systems. In exercising this <br />authority, the City of Ramsey will be providing <br />for the promotion of public health, safety, con- <br />venience, and general welfare through the con- <br />struction and maintenance of storm water sys- <br />terns. This system hasheretofore been financed <br />and paid for through the imposition of special <br />assessments and ad valorum taxes. It is now <br />necessary and desirable to provide an alterna- <br />tive method of recovering some or all of the <br />costs of improving and maintaining the storm <br />water system. It has been determined that a just <br />and equitable assignment of future improve- <br />ment and operational costs of the storm water <br />system should be based on the expected storm <br />water run-off from various parcels of land within <br />the City during a standard one-year rainfall <br />event. Assigning costs and making charges <br />based upon expected typical storm water run-off <br />cannot be done with mathematical precision <br />but can be accomplished within reasonable and <br />practical I'imits. <br /> Rates and changes 'shall be determined by <br />charging all storm.water run-off generators pro- <br />portionately based upon the amount of their <br />storm water run-off relative to that of a typical <br /> ingle-family residential usage within the City <br /> a standard one-year rainfall event. No <br />charges for system availability shall be made <br />against land that is either street right-of-way or <br />vacant and unimprbved with substantially all of <br />its surface having vegetative cover. <br /> A complete copy of this Ordinance may be <br />obtained by contacting the City of Ramsey at <br />427-1410, or in writing at 15153, Nowthen <br />Boulevard NW, Ramsey, MN 55303. <br />SECTION 2. EFFECTIVE DATE <br /> The effective date of this Ordinance is thir- <br />ty (30) days after its passage and publi~:ation, <br />subject to City Charter Section <br />PASSED by the City Council of the City of Ram- <br />sey, Minnesota, this 1 lib day of January 2000. <br />Thomas G.
