PRINTER'S AFFIDAVIT OF PUBLICATION <br /> <br />ORDINANCE 00-03 <br /> <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> AN ORDINANCE ESTABLISHING A STORM <br /> SEWER IMPROVEMENT TAX DISTRICT (MISSIS- <br /> SIPPI RIVER STORMWATER SUBDRAINAGE <br /> DISTRICT NO. 1) IN THE CITY OF RAMSEY, <br /> ANOKA COUNTY~ MINNESOTA, <br /> The City of Ramsey ordains: <br /> SECTION 1. AUTHORITY <br /> The City of Ramsey is authorized by <br /> Minnesota Statutes, §444.16 through 444.21 <br /> (the #Act"} to establish storm sewer improve- <br /> ment tax districts for the purposes of construct- <br /> ing and financing storm sewers and related <br /> facilities. <br /> SECTION 2. FINDINGS <br /> The City hereby finds and dete~mine~ that it <br /> is necessary and desirable for the health, safety <br /> and welfare of its residents and for the proper <br /> control of storm drainage and flooding in the <br /> City to use the authority ~:ontained in the Act to <br /> establish a storm sewer improvement tax district <br /> (the "District"). The purpose of the District shall <br /> be to finance through a tax the cost.of acquisi- <br /> tion, construction, reconstruction, extension, <br /> maintenance and other improvements to storm <br /> sewer systems and related facilities with the <br /> District as prescribed in the Act. <br /> SECTION 3. BOUNDARIES OF DISTRICT <br /> The Mississippi River Stormwater Sub- <br /> drainage District No. 1 is established. The <br /> boundaries of the District are as follows: <br /> All that part of the City of Ramsey lying <br /> generally south of the Burlington <br /> Northern Railroad tracks, north of U.S. <br /> Trunk Highway No. 10, east of Sunfish <br /> Lake Boulevard and west of the City of <br /> Anoka/City of Ramsey boundary. For a <br /> more detailed legal description, con- <br /> tact Ramsey City Hall at 427-1410. . <br /> SECTION 4. EFFECTIVE DATE <br /> The effective date of this Ordinance is thir- <br /> (30) days after its passage and publication, <br />: subject to City Charter Section 5.04. <br /> PASSED by the City Council of the City of <br /> Ramsey, Minnesota, this 22nd day of February <br /> 2000. <br /> Thomas G.
