PRINTER'S AFFIDAVIT OF PUBLICATION ORDINANCE 00-03 CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN ORDINANCE ESTABLISHING A STORM SEWER IMPROVEMENT TAX DISTRICT (MISSIS- SIPPI RIVER STORMWATER SUBDRAINAGE DISTRICT NO. 1) IN THE CITY OF RAMSEY, ANOKA COUNTY~ MINNESOTA, The City of Ramsey ordains: SECTION 1. AUTHORITY The City of Ramsey is authorized by Minnesota Statutes, §444.16 through 444.21 (the #Act"} to establish storm sewer improve- ment tax districts for the purposes of construct- ing and financing storm sewers and related facilities. SECTION 2. FINDINGS The City hereby finds and dete~mine~ that it is necessary and desirable for the health, safety and welfare of its residents and for the proper control of storm drainage and flooding in the City to use the authority ~:ontained in the Act to establish a storm sewer improvement tax district (the "District"). The purpose of the District shall be to finance through a tax the cost.of acquisi- tion, construction, reconstruction, extension, maintenance and other improvements to storm sewer systems and related facilities with the District as prescribed in the Act. SECTION 3. BOUNDARIES OF DISTRICT The Mississippi River Stormwater Sub- drainage District No. 1 is established. The boundaries of the District are as follows: All that part of the City of Ramsey lying generally south of the Burlington Northern Railroad tracks, north of U.S. Trunk Highway No. 10, east of Sunfish Lake Boulevard and west of the City of Anoka/City of Ramsey boundary. EFFECTIVE DATE The effective date of this Ordinance is thir- (30) days after its passage and publication, : subject to City Charter Section 5.04.
