4.1.2 <br /> <br />4.1.3 <br /> <br />4.1.1.13 <br /> <br />facilities and equipment capable of operating within the <br />temperature ranges typical to the climate of the Quad Cities <br />Franchise Area over the calendar year; <br /> <br />4.1.1.14 <br /> <br />the System shall be so constructed and operated that there is no <br />perceptible deterioration in the quality of Public, Educational or <br />Governmental Access Channel signals after delivery of such <br />signals to the first interface point with an Institutional Network <br />hub, Grantee's headend or the subscriber network, whichever is <br />applicable, as compared with the quality of any other channel on <br />the System. As used in this paragraph, "deterioration" refers to <br />delivery that is within the control of the Grantee; and <br /> <br />4.1.1.15 <br /> <br />the Grantee must have TDD/TYY (or equivalent) equipment at the <br />company office, and a publicly listed telephone number for such <br />equipment, that will allow hearing impaired customers to contact <br />the company. <br /> <br />The Grantee is authorized and required to continue to operate Grantee's Cable <br />System substantially as it exists on the date hereof, and to provide service <br />substantially equivalent to its existing service, within the territorial limits of the <br />City as of the Effective Date of this Franchise, until such time as the System is <br />upgraded, as provided herein. <br /> <br />The Grantee shall complete a System Upgrade in accordance with the schedule set <br />forth in this Franchise providing at least the following characteristics: <br /> <br />4.1.3.1 <br /> <br />upon completion of the System Upgrade, the System shall include <br />a hybrid fiber-coaxial architecture, with fiber-optic cable from the <br />headend to the hubs, and from hubs to Nodes. Nodes System-wide <br />shall serve on average 350 dwelling units or less, with a minimum <br />of three (3) fibers connecting such a 350-home average Node to <br />System headends and hubs. Individual Nodes may serve cable <br />passing a number of dwelling units in excess of 350, provided <br />there is no adverse effect on the performance characteristics of the <br />System serving Subscribers from that Node; <br /> <br />4.1.3.2 <br /> <br />segmentation of the System so that sufficient capacity is available <br />for interactive services at all times; <br /> <br />4.1.3.3 <br /> <br />activation of the bandwidth from 5 to 40 MHz for upstream <br />transmissions; <br /> <br />4.1.3.4 <br /> <br />no more than four (4) amplifiers per coaxial cable in each cascade <br />from any Node; <br /> <br />18 <br /> <br /> <br />
