in compliance with Chapter 7080, no pumping or Pumping Report shall be <br />required. <br /> <br />Non-compliance. If the owner of a property containing an ISTS fails to <br />cause the filing of either the Pumping Report or the Maintenance <br />Inspection Report every three (3) years, the City Administrator or his/her <br />designee shall by certified mail notify the property owner that a Pumping <br />Report or a Maintenance Inspection Report shall be filed with the City <br />within thirty (30) days from the date of the notice or June 1st , whichever <br />date is later. In the event the property owner fails to file a complete <br />Pumping Report or Maintenance Inspection Report with the City within <br />the thirty (30) day period, the City shall order the required <br />pumping/cleaning or inspection and the property owner will be <br />responsible for the costs plus an administration fee. The administration <br />fee shall be established by City Council resolution. <br /> <br />Pumping Permits and Fees. Permits for pumping-jobs shall be obtained <br />from the City. The permit shall be designed to serve as the Pumping <br />Report. The fee for the permit shall be established by City Council <br />resolution. <br /> <br />Financial Hardship. In cases where financial hardship is caused by <br />adhering to the requirements of this section, City staff shall work with <br />residents to identify sources of financial assistance to aid the property <br />owner with the expenses of compliance with this section. <br /> <br />SECTION 2. SUMMARY <br /> <br />The following official summary of Ordinance #01-06 has been approved by the City Council of <br />the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance. <br /> <br />It is the intent and effect of Ordinance #01-06 to amend Ramsey City Code Chapter 8 (Building <br />and Housing) to require pumping/cleaning or inspection of individual sewage treatment systems <br />at least every 3 years by a licensed pumper, require mailed notice to the affected property owner, <br />to allow for the requirement of pumping/cleaning every three years to be waived if a <br />Maintenance Inspection Report is filed with the City showing compliance with Chapter-7080, <br />authorizing the City to order the pumping/cleaning of the ISTS in cases where the property <br />owner does not comply with the ordinance, and require City staff to work with Ramsey residents <br />facing financial hardship in complying with this ordinance in securing financial assistance. <br /> <br />SECTION 3. EFFECTIVE DATE <br /> <br />The effective date of this ordinance is thirty (30) days after its passage and publication, subject to <br />City Charter Section 5.07. <br /> <br /> <br />
