PROHIBITION During the term of this Ordinance, notwithstanding Chapter 9 of the City Code, entitled "Zoning and Subdivision of Land," no subdivision, rezoning, site plan approvals, conditional use permits or variances of any kind shall be permitted, except that applications for interim use permits for which no permanent or temporary building is required may be considered. UNDUE HARDSHIP EXCEPTIONS The City Council may grant an exception to the provisions of this Ordinance when, in its opinion, undue hardship or a practical difficulty may result from strict compliance. In granting an exception, the City Council shall prescribe any conditions that it deems necessary to or desirable for the protection of the public interest. NO exception shall be granted unless the City Council finds: That there are special circumstances or conditions affecting said property such that the strict application of the provisions of this Moratorium Ordinance would deprive the petitioner of the reasonable use of petitioner's land. That the exception is necessary for the preservation and enjoyment of a substantial property right of the petitioner. o That the granting of the exception will not be detrimental to the public welfare or injurious to other property in the area in which the property is situated.
