<br />                      SECTION 1. PURPOSE AND FINDINGS.
<br />              The PUrpose of this ordinance is to Place' a
<br />          moratorium on burrung of car tair:l

<br />         USe of incinerators in the City of Ramsay. This
<br />                ".°rdinance is intended to allow the city time to
<br />                con0uct studies on the proper type of criteria
<br />                : necessary for the incineration of certain Waste

<br />                ~ the City COu~cd finds that Proper Studies need to
<br />         be Conducted on this SUbiect in Order to protect
<br />         Ibc 'Planning Process and the health,
