AUTHORITY <br /> This ordinance is adopted pursuant <br /> to and under the authority of the Hom.e <br /> Rule Charter of the City of .Ramsey, <br /> Section 12.06 and Minnesota Statutes <br /> 412.851.. .: <br /> SECTION 2.
