<br />  AN ORDINANCE REGULATING THE DUM-
<br />    PING       OF     GARBAGE,             REFUSE,           SITE
<br />    DEVELOPMENT AND                         CONSTRUCTION
<br />    DEBRIS. '
<br />  The City of Ramsay ordains:
<br />  SECTION I. AMENDMI~NT.
<br />     Chapter 110.18 of the City Code entitled "Dura-
<br /> Ping.of Garbage or Refuse" is amended to
<br /> provide as follows:
<br />  110.181 ACTS FORBIDDEN
<br />     No person, corporation, partnership, joint yen-
<br /> ture, association or other form of business
<br /> association shall leave, place, throw or deposil,
<br /> or cause or permit any other person to leave,
<br /> place, throw or deposit in or upon any street or
<br /> public place, or in or upon any vacanl er private
<br /> lot or premises, any ashes, rubbish, upon any
<br /> vacant or private lot or premises, any ashes,
<br /> rubbish, garbage, refuse or other like or similar
<br /> substance or materials.
<br /> 110.182 CONSTRUCTION SITE OEBR IS
<br /> a. On each construction site residential or
<br /> commercial where a building permit is required
<br /> and or issued by the City, a commercial dura.
<br /> pster shall be maintained for the purpose of
<br /> depositing all conslruction debris generated by
<br /> the construction protect. In lieu of a commercial
<br /> dumpsler, a fenced area constructed of snow
<br /> fencing or posts and woven wire, or a bin con-
<br /> structed of plywood, chipboard or of posts and
<br /> wood railings (crib like) may be provided.
<br />     b. Each construction site shall be cleaned of
<br /> construction debris daily, with said debris being
<br /> deposited in the receptacle described in
<br /> paragraph a. above.
<br />     c. All construction debris shall be hauled from
<br /> the site and deposited in a licensed waste
<br /> disposal facility. The burying of construction
<br /> debris or any other type of debris on a construc-
<br /> tion site or on any property within the City is
<br /> prohibited.
<br />     d. A Certificate of Occupancy and Septic
<br /> System'-rPermit. shall not be issued unlil a con-
<br /> struction site Is free of construction debris and
<br />   ~:leared trees and vegetation.
<br />  SECTION 2~ PENALTY.
<br />     Any Person violating any provision of this Or-
<br /> dinance Is guilty of a misdemeanor and upon
<br /> conviction shall be punished by a fine of not more
<br /> than Seven Hundred Dollars (.$700) or imprison-
<br /> ment for not more than ninety (90] days or both.
<br />  SECTION 3, EFFECTIVE DATE.
<br />     This Ordinance becomes effective upon its
<br /> passage and thirty'(30) days after ils publication
<br /> according to law, subiect to City Charter
<br /> Provision Section 5.04.
<br />    PASSED by City Council of the City of Ram-
<br />sey, Minnesota, the 23rd day of May, 1989.
