Accidental Overflow Holding tanks shall be monitored to minimize the chance of accidental sewage overflows. Techniques such as visual observation, warning lights or bells, or regularly scheduled pumping shall be installed which allows twenty-five per cent (25%) reserve capacity after actuation. Subd. 3 - Other Systems Where unusual conditions exist, special systems of treatment and disposal other than those specifically mentioned above may be employed, provided: Se Reasonable assurance of performance of such system is presented to the council; The engineering design of such system is first approved by the council; There is no discharge to the ground surface or to surface waters; Treatment and disposal of wastes is in such a manner so as to protect the public health and general welfare; Such systems comply with all applicable requirements of these standards and with all local codes and ordinances; Design criteria is reported to the agency within one (1) month after installation of the system, where use of such system is allowed by the council; Performance of such system be monitored and reported to the agency annually for a period of at least five (5) years after installation, including continual monitoring of water used (see Section 150.014H Subd. 2). Setback Requirement No setback requirement shall be imposed in the Urban Area, except in cases where drainfields are installed on property sloping greater than four (4) feet horizontal to one (1) foot vertical. In cases where said slopes are greater than 4:1, no drainfield trench shall be located closer than six (6) feet from the ground surface as measured horizontally from the trench bottom. SECTION 2. REPEAL Sections 150.014F and 150.01.4G pertaining to FINAL TREATMENT AND DISPOSAL - STANDARD SYSTEM and FINAL TREATMENT AND DISPOSAL - ALTERNATIVE SYSTEMS in the Ramsey City Code entitled "Sewage Disposal Systems" chapter are hereby repealed after the effective date of this Ordinance. 14
