j. ROADWAY shall mean that portion of a street or highway improved, designed, <br />or ordinarily used for vehicular travel. <br /> <br />k. SEMI-PUBLIC PROPERTY shall mean private property generally for use by the <br />public but not owned or maintained by a governmental body. Such property <br />includes without limitation: church property, shopping center property, and <br />other property generally used by patrons of a commercial or private business <br />establishment. <br /> <br />1. SNOWMOBILE shall mean a self-propelled vehicle designed for travel on snow <br />or ice steered by skis or runners. <br /> <br />m. STREET shall mean a public thoroughfare, roadway, alley, or trail used for <br />motor vehicular traffic which is not an interstate, trunk, county state aid, or <br />county highway. <br /> <br />SECTION 3. LIMITATION OF OPERATIONS: <br /> <br />Except as herein specifically permitted and authozized, it is unlawful for any <br />person to operate a snowmobile within the limits of the City of Ramsey: <br /> <br />a. On the roadway of any street except as close as practicable to the right- <br />hand curb or edge of the roadway, except when overtaking and passing another <br />vehicle stopped in that lane or proceeding in the same direction, or in making <br />a left turn. Snowmobiles may also be operated upon the outside slope of trunk, <br />county state aid, and county highways where such highways are configured within <br />the corporate limits. <br /> <br />,b. On a public sidewalk provided for pedestrian travel. <br /> <br />c. On boulevards within any public right-of-way. <br /> written <br />d. On private property of another without the specific permission of the owner <br />or person in control of said property in possession of the operator. <br /> <br />e. Upon any school grounds, except if permission is express'ly obtained from <br />responsible school authorities. <br /> <br />f. On public property, playgrounds and recreation areas, except areas <br />previously listed or authorized for such use by the Park and R.ecreation <br />Commission, in which case such use shall be lawful, and snowmobiles may be <br />driven in and out of such areas by the shortest route. Authorized areas in the <br />City of Ramsey shall be designated by resolution of the Park and Kecreation <br />Commission and/or City Council. <br /> <br />g. On streets as permitted by this ordinance at a speed not to exceed the <br />posted speed limit, or 30 miles per hour, whichever is lower. <br /> <br />h. During the hours from 10:00 p.m. to 7:00 a.m., Sunday through Thursday, and <br />12:00 p,m. to 8:00 a.m. on other days closer than one hundred (100) feet from <br />any residence. This provision is not intended to prohibit snowmobiles from <br />operating on City streets during the hours specified herein provided such <br />operation is transitory in nature. <br /> <br />4. CITY TRAFFIC ORDINANCES: <br /> <br />City traffic ordinance~ shall apply to the operation of snowmobiles upon <br />streets and highways except for those relating to required equipment, and <br />except for those which by their nature have no application. <br /> <br /> <br />
