<br /> consent of the owner or operator/ spitting on a
<br /> public or private'sidewalk; standing or lingering
<br /> about the doorway of any building, or sitting
<br /> upon the steps, windowsill, or railing or any
<br /> building in such a manner as to obstruct or par-
<br /> tially obstruct- ingress to or egress from such
<br /> building, or in such manner as to annoy' the
<br /> owner or occupant thereof or the owner or oc-
<br /> cupant of any adjacent premises; lingering on,
<br /> near, under, or. about any public bridge, in-
<br /> cluding approaches thereto.or abutments
<br /> thereof; lingering near or about any publR:
<br /> .building, reservoir, dam, or public works; Or any
<br /> other behavior which is otherwise forbidden by
<br /> law.
<br /> ~ 3. "Loitering" shall be defined as the failure
<br /> or refusal on the parLof any person to vacate or
<br /> leave any premises after being requested or or-
<br /> .dared, either orally or in writing, for cause to do
<br /> so by the owner, agent; m~nager, or person in
<br /> cl~arge thereef~ or by any law enforcement agent
<br /> o[ official, and shall also include the return at any
<br /> time thereafter to any such premises after
<br /> having been SOrrequested or ordered to vcate or
<br /> leave such premises, or the failure or refusal
<br /> when requested or ordered as herein provided to
<br /> st6p or cease the behavior, act, or conduct;
<br /> provided; however, that this definition shali not
<br /> include any perspn on such premises who may be
<br /> the owner or tenant of any part thereof, nor shall
<br /> it includ~e the Wife, children, employee, or tenant
<br /> of such owner or occupier.

<br /> provides as follows:
