costumes, and who are engaged in activities involving the flagellation, torture, fettering, binding or other physical restraint of any such persons; or Erotic or lewd touching, fondling or other sexually-oriented contact with an animal by a human being; or Human excretion, urination, menstruation, vaginal or anal irrigation. YOUTH FACILITY: A public playground, park, public swimming pool, public library, or licensed day care facility. SECTION 4. PUBLIC HEARING AND STUDY. The City Council hereby directs City Staff to study the siting of Adult Entertainment Uses as defined in Section 3 above and schedule a public hearing for May 29, 1990, at which time public comment will be accepted and received regarding the placement and location of Adult Entertainment Uses within the City. SECTION 5. LOCATION. During the term of this Ordinance, no Adult Entertainment Uses shall be located less than 750 feet from any residential zoning district boundary or site used for residential purposes and less than 1,000 feet from any church site, from any school site, or from any youth facility site. In addition, no Adult Entertainment Uses may be located within 1,000 feet of another Adult Entertainment Uses. For purposes of this Ordinance this distance shall be a horizontal measurement from the nearest existing residential district boundary or site used for residential purposes, church site, school site, youth facility site or another Adult Entertainment Uses Site, to ~the nearest point of the proposed Adult Entertainment Uses Site. SECTION 7. VIOLATION. The City may enforce any provision of this Ordinance by mandamus, injunction or any other appropriate civil remedy in any Court of competent jurisdiction. 7
