No person may ride or drive a horse in any public park, beach, golf course or other public <br />property except within the right-of-way of public streets and highways and areas duly <br />designated by the City as a trail or hitching area. <br /> <br />10. <br /> <br />Persons riding a horse or driving a horse-drawn vehicle upon a public road way shall be <br />subject to those provisions of the City Code and State Law applicable to the driver of motor <br />vehicles, except those provisions which by their nature have no application. <br /> <br />11. <br /> <br />12. <br /> <br />Horses shall not be ridden or driven in any manner which would cause undue damage to <br />any hard-surfaced road. <br />No person shall ride or drive a horse upon private property without the prior written <br />permission of the owner or occupant thereof. <br /> <br />13. <br /> <br />No person shall interfere with any horse ridden or kept in a lawful manner, and owners of <br />domestic animals shall restrain their animal so as to not interfere. <br /> <br />110.078 HORSE CARE COMMISSION <br /> <br />The City Council hereby authorizes the establishment of a Horse Care Commission to <br />assist the Community Development Department in resolving complaints from those persons <br />aggrieved by horses, to investigate complaints, to advise horse owners against whom <br />complaints have been lodged and to recommend to the City Council appropriate action. <br /> <br />The City Council shall appoint five (5) persons to the Horse Care Commission, including <br />when possible a representative of the largest horse-oriented association or club within the <br />City and any other person who the City Council feels is qualified to serve. Two (2) <br />members shall serve a three (3) year term, two (2) members shall serve a two (2) year term, <br />and (1) member shall serve a one (1) year term. Any member is eligible for reappointment <br />at the end of his/her term. At least four-fifths (4/5) of the Horse Care Commission shall be <br />residents of the City of Ramsey. <br /> <br />The Horse Care Commission shall be a Commission of the City and as such shall be <br />required to keep minutes of its meetings and comply with the open meeting laws of the <br />State of Minnesota. the Horse Care Commission shall be advisory only to the City Council <br />and the Commission is not empowered with any independent authority to take final action <br />on any of the duties assigned to it herein. <br /> <br />SECTION 2. <br /> <br />PENALTY <br /> <br />Any person convicted of a violation of any of the provisions of this ordinance shall be punished by <br />a fine of not more than Seven Hundred Dollars ($700.00) or by imprisonment for a period of not <br />more than ninety (90) days, or both. Each day a violation is permitted to exist, shall constitute a <br />separate offense. <br /> <br />Any violation of the Ordinance may be enjoined by the City Council through proper legal channels. <br /> <br /> <br />
