A bulk sale of property from a merchant, manufacturer or wholesaler having an <br />established a place of business or of goods sold at open sale from bankrupt stock. <br />Goods sold at farmer's market. <br /> <br />SECTION 130.122. LICENSE REQUIRED <br /> <br />No person, partnership, or corporation shall engage in or carry on the business of a Pawnbroker or <br />Secondhand Goods Dealer, without a license issued by the City, for each and every separate office <br />or place of business operated by such licensee in the City. The annual fee for such license shall be <br />set by resolution. <br /> <br />A license under this Chapter shall authorize the licensee to carry on its business only at the <br />permanent place of business designated in the license. No license may be transferred to a different <br />location or a different licensee. <br /> <br />SECTION 130.123 <br /> <br />APPLICATION PROCEDURE <br /> <br />Every applicant for a license to maintain, operate, or conduct a Pawnbroker shop or Secondhand <br />Goods Dealer shall file a completed application under oath with the City upon a form provided by <br />the Office of the City Administrator and pay non-refundable application fee in an amount set by <br />resolution. The application, once accepted, shall be referred to the Ramsey Police Department for <br />investigation. Copies of this application shall be forwarded to such other City departments as the <br />City Council shall deem investigation of the facts set forth in the application. The Chief of Police <br />and such other department heads shall make a written recommendation to the City Council as to the <br />issuance or non-issuance of the license within thirty days. <br /> <br />The completed application form shall contain all information indicated, including: <br /> <br />(a) <br />(b) <br /> <br />(c) <br /> <br />(d) <br /> <br />Name, place, date of birth, and street residence of the applicant. <br />The business address and the name and address of the owner of the premises, and <br />the exact legal description of the licensed premises. <br />A statement as to whether, within the preceding five years, the applicant has been <br />convicted of any law relating to theft, damage or trespass to property, sale of a <br />controlled substance, or the operation of business; the nature of any such offense <br />and the penalty assessed. <br />Whether the applicant is a natural person, corporation, or partnership. <br />(a) If the applicant is a corporation, the state of the incorporation and the names <br /> and addresses of all officers and directors. The Application shall be <br /> accompanied by the Articles of Incorporation and Secretary of State's <br /> Certificate of good standing. <br /> <br />(e) <br />(f) <br /> <br />(g) <br /> <br />(b) If the applicant is a partnership, the names and addresses of all partners <br /> shall be included. The Application shall be accompanied by the Partnership <br /> Agreement. <br />The name of the manager or proprietor of the business. <br />The names, residences and business addresses of three persons, residents of the <br />State of Minnesota of good moral character, not related to the Applicant or <br />financially interested in the licensee's premises who may be referred to as the <br />Applicant's character or in the case where information is required of a manager, the <br />manager's character. <br />Each application shall be accompanied by a bond in the amount of $5,000.00 <br />executed by a corporation authorized to do business in this State and conditioned <br />that in conducting such business the licensee will observe all laws in relation to <br />pawnbrokers, and will conduct business in conformity thereto, and that the licensee <br /> <br /> <br />
