PRINTER'S AFFIDAVIT OF PUBLICATION CITY OF RAMSEY ANOKA COUNTY, MI NN ESOTA r · AN ORDINANCE ADDING SECTION 2.0¢ ENTITLED "HORSE CARE COMMISSION'" TO CHAPTER 2 ENTITLED "COUNCIL, BOARDS AND COMMISSIONS" OF THE RAMSEY CITY CODE. The City of Ramsay ordains: SECTION 1. Section 2.09 entitled "Horse Care Commi.ssion" is hereby added to the City Code, which Section shall provide as follows: 2.09 Horse Care Commission 2.09.01 Establishment of Commission. A Horse Care Commission for the City of Ramsey is hereby established. 2.09.02 Purpose. The purpose of the Horse Care Commission (,,Commission") is to advise the City Council, other Ramsay advisory com- missions and boards and Ramsey City Staff regarding matters relevant to 1he maintenance of horses on properties within the City of Ramsey. 2.09.03 Commission Composition. Subdivision 1. The Commission shall consisl of five members, including when possible a rep- resentative of the largest horse-oriented association or club within the City. The Com- mission members shall be appointed by the City - Council and may be removed by a majority vote of the Council. Subdivision 2. Two members of the Commis- sion shall be appointed for three year terms, two members shall be appointed for a two year term and one member shall be appointed for a one year term. Any member is eligible for reappointment at the end of his/her term. At least 4/5 of the Commission members shall be residents of the City of Ramsay. j~ivlsion 3. Vacancies on the Com- mission during the term of a Commission member shall be appointed by the City Council for the unexpired portion of the term. All Com- mission members shall serve without compen- sation. Commission members may be reim- bursed for their necessary expenses incurred as a result o~ being a commission member, as ap- proved b~lhe City Council. 2.09.04 Organization, meetings, etc. Subdivision 1. The Commission shall elect a . chair and a vice-chair from among its ap- pointed members for a term of one year and each year thereafter. The Commission may create and fill such other offices and create subcommittees as It deems necessary to ac-. complish its purpose. Subdivision 2. The Commission shall desig- ·nate a regular monthly meeting date and time · and hold meetings on an as needed basis. The Commission shall follow Robert's Rules of i Order as revised, 2nd Edition, for the frans- , action of business and shall Keep a record of its transactions and findings, which record shall be a public record. Said record shall be trans- mitted to the City Council for its review. The Commission shall be sub[ed to the State of Ntinnesota Open Meetin~l Law. Subdivision 3. Any Commission member missing three or more consecutive meetings in any given year shall be cause for the City Coun- cil to review such member and his/her status on the Commission and the City Council shall 1hen make a determination as to whether or not he/she should continue to serve on the Commis- sion. SECTION 2. EFFECTIVE DATE.
