e <br /> <br />service has been authorized by the Council. The Council, in its <br />discretion, may waive the application of this portion of the <br />ordinance upon a showing that to require the installation of water <br />mains within the Subdivision would not be feasible with regard <br />to the extension of existing trunk mains to service the <br />Subdivision or that the particular locations or unusual <br />circumstances of the proposed plat would cause undue hardship <br />to either the owner or subdivider or the City. <br /> <br />Street Traffic Control Signals. If deemed necessary by <br />the City Engineer and City Council, the owner or subdivider <br />shall install street traffic control signals. The signalization shall <br />be constructed in conjunction with the street unless the City <br />Council grants a waiver to delay signalization. In the event such <br />waiver is granted, the owner or subdivider shall deposit with the <br />City a sum of money equivalent to the Engineer's estimated cost <br />of the signalization. <br /> <br />Easement Acquisition. Prior to the time of construction, the <br />owner or subdivider shall obtain all easements required for the <br />project. At the time the project is complete and turned over to <br />the City, all easements shall be deeded to the City. <br /> <br />Lot Grading. All lots shall be graded in accordance with the <br />final grading plan. In addition, erosion control measures shall <br />be followed to eliminate erosion. Upon completion of the <br />grading, topsoil shall be restored and temporary vegetation <br />established. <br /> <br />Park and Trail Development. The Park and Recreation <br />commission shall establish a park and trail development plan <br />prior to recording of the plat and entering into the development <br />agreement. The City Engineer shall provide a feasibility study <br />for completion of this park and trail development estimating the <br />cost of said development. This development shall then be <br />completed as a Stage I Improvement. <br /> <br />10. <br /> <br />Street Lights. After consultation with Anoka Electric <br />Cooperative or other provider of electrical services, the City <br />Engineer shall place within the development agreement, a street <br />light construction plan which will then be constructed as a Stage <br />I Improvement, the cost of purchase, installation and three <br />year's operation and maintenance thereof being included within <br />the development agreement as a Stage I Improvement. <br /> <br />Stage II Improvements. <br /> <br />Street Striping And Signing. Upon completion of the <br />street, the owner or developer shall install ail street signs and <br />traffic signs as required by the City Engineer. Street striping <br />shall be completed on all major thoroughfares, commercial and <br />industrial streets as required by the City Engineer. Striping shall <br />be completed after sealcoating is done. <br /> <br /> <br />
