Purpose. The City Council recognizes it is
essential i the health, safety and welfare of the residents of Ramsey and persons working
in Ramse thltt the character and quality of the environment be considered to be of major
importani in the planning and development of the City. In this regard, the manner in
which lan isideveloped and used is of high priority. The preservation of land for park,
playgrotm~fl and public open space purposes as it relates to the use and development of land
for reside~ fial~ commercial/industrial purposes is essential to the maintaining of a healthful
and desin fie ~nvironment for all citizens of the City. The City must not only provide these
necessary amenities for our citizens today, but also be insightful to the needs of our future
citizens.

It is reeogpized by the City Council that the demand for park, playground and public open
space witlfin a municipality is directly related to the density and intensity of development
permitted ~mdiallowed within any given area. Higher density developments mean greater
numbers ~f p~ple and an increased demand for parks, recreational resources and public
open spac.~. To disregard this principle is to inevitably over-tax existing facilities and thus,
diminish t~e quality of the environment for all.

The City'a. C ~o~_prehensive Park and Open Space Plan establishes minimum community
criteria f~ meeting the needs of the residents of Ramsey.

It is the p0fl. cy of Ramsey that the following standards and guidelines for the dedication of
land for park, Playground, and public open space purposes (or cash contributions in lieu of
such dextl~fi6n) in the subdividing and developing of land within the City shall be directly
related to tlae tlensity and intensity of each subdivision and development. It is further the
policy that it: is intended that subdivision dedication shall first be allocated toward
deficienei{s itt the subdivision, neighborhood or specific district park(s), then to trails
linking panics, ,then community parks, then multi-jurisdictional park(s) in Ramsey. Finally,
that dedication fees recognize the impact upon each of these systems by the subdivision of
land.

Subd, 2. Residential parkland dedications. The amount of land to
be dedicat~ by a subdivider for residential development shall be based on the gross area of
the propos~d sabdivision, proposed type of dwelling unit and density.
