Order of Business. The order of business <br />may be a determined from time to time by the presiding officer or upon <br />council motio~, but all public hearings shall be held at the time specified in the notice of hearing or <br />as soon fthereafter as possible. <br /> <br /> i Subd. 3.2 Agenda. An agenda of business for each regular council <br />meeting shall[be Prepared by the Clerk and filed in the office of the Clerk not later than five days <br />prior to the n4eeting. The agenda shall be prepared in accordance with the order of business and <br />copies thereo{ shall be delivered to each council member and to the city attorney as far in advance <br />of the meetin$ as time for preparation will permit. Quorum and Sanction for Absence. At all council <br />meetings, thelmaJ0rity of the all the council members elected shall constitute a quorum for the <br />transaction O~business, but a smaller number may adjourn from time to time and the council may <br />punish non-attendance by a fine not exceeding $25.00 for each absence after one from any meeting <br />unless a reasonable excuse is offered and accepted by the council majority. <br /> [ Subd. 2. Voting Procedures. The votes of the Council members on any <br />question pendi~ng before the council may be by voice vote, standing vote, or in any other manner of <br />voting which Signifies the intention of the Council members, and the names of those voting for and <br />against the questions shall be recorded in the minutes. If an? Council member, being present, does <br />not vote, the ~inutes shall be marked "Present Not Voting.' <br /> i SUbd. 3. Majority Requirement. A majority of all members of the <br />council shall ~e necessary for approval of any ordinance unless a larger number is required by <br />statute.
