Subd. 1. Regular and Special Meetings. Regular meetings of boards and commissions shall be held at least once a month with a date and time determined by the Board or CommisSi~)n. Special Board and Commission meetings may be called by the chairperson, vice chairperson dr any two members of the Board or Commission as deemed necessary. ; Subd. 2. Open Meetings, Meeting Minutes and Expenditures. All meetings shag be public meetings and open to the public. The Board or Commission shall follow Robert's Rulcis of Order for the transaction of business and shall keep a record of its resolutions, [ . transactions, ~md:find~ngs, which record shall be a public record. Said record shall be transmitted to the City C,~uncil for its review on a monthly basis. On or before January first of each year, the Board or Cor~miSsion shall submit to the City Council a report of its work during the preceding year. Expenditures of the Board or Commission shall be within amounts appropriated for that purpose by th~ City Council. ~ Subd. 3. Order of Business. The order of business may be vari~l h}, the presiding officer or upon Board or Commission motion, but all public heatings shall[be held at the time specified in the notice of hearing. i Subd. 5. Agendas. An agenda of business for each regular meeting shall be prepared by the Clerk or the Clerk's designated representative and filed in the office of the Clerk not later than ~v¢ days prior to the meeting. The agenda shall be prepared in accordance with the order of busin'ess and copies thereof shall be delivered to each Board or Commission member as far in advaac~ of the meeting as time for preparation will permit. No item of business shall be considered ur~less it appears on the agenda for the meeting, but the commission or board may, in its discretion, ~Con~der matters not appearing. 2.03.04 -Chairperson and Vice Chairperson. :. Subd. 1. Election. Each Board or Commission shall elect annually a chairperson ~d vice chairperson from its appointed members. The person so elected shall serve for one year !erms. The Board or Commission may create and fill such other office as it may determine an~ create sub-committees as it deems necessary to accomplish its purpose. ~ Stlbd. 2. Chairperson Duties.
