where the sign is incidental to the primary use of the vehicle, trailer and/or any other type of mobile <br />equipment. <br /> <br /> Subd. 8. Signs on trees and utility poles. Signs which are attached or <br />otherwise affixed to trees or other vegetation or utility poles are prohibited. <br /> <br /> Subd. 9. Signs painted on walls. Signs painted on an exterior wall, facia, <br />parapet or a chimney of a building or on a fence are prohibited. <br /> <br /> Subd. 10. Signs which imitate traffic control devices. Signs which <br />imitate, interfere with, obstruct the view of, or can be confused with any authorized traffic control <br />sign, signal, or other device are prohibited. <br /> <br />of the City. <br /> <br />Subd. 11. Billboards. No billboards shall be permitted in any zoning district <br /> <br />9.12.05 Temporary Signs <br /> <br />The following are the only type of temporary signs permitted in any district unless other types are <br />specifically allowed in the individual zoning districts. <br /> <br /> Subd. 1. Balloons, gas filled figures, streamers, whirling devices <br />and revolving searchlights or any such sign resembling the same, are prohibited from use <br />within the city except for public events, or when used as an integral part of the design of a <br />building, or when used in conjunction with public events or grand openings (the initial <br />commencement of business). In the case of grand openings or public events, these devices shall <br />be allowed for the week only of said public event or grand opening. <br /> <br /> Subd. 2. Political signs posted by a candidate for political office, or by a <br />person or group promoting a political issue or a political candidate may be placed in any district. <br />Political signs are limited to thirty-two (32) square feet in area and such signs shall be removed <br />within seven (7) days following the election. <br /> <br /> Subd. 3. Garage Sale and Craft Sale signs. Advertising and directional <br />garage and craft sale signs are limited to six (6) square feet and shall be of the free-standing type <br />only. Garage and craft sale signs shall be placed on private property only and shall have the <br />property owner's permission. All such sale signs shall be removed within twenty-four (24) hours <br />after the completion of the sale. A fixed fee, as established by City Council, per sign not removed <br />within 24 hours following the completion of the sale will be charged and said charges will be used <br />to defray the cost of removal by the City. Garage and craft sale signs shall identify the dates of the <br />sale, name, address and telephone number of the sign owner. <br /> <br /> Subd. 4. Construction signs identifying the parties involved in the <br />construction to occur or occurring on the parcel may be installed upon a construction site in any <br />district, provided such sign does not exceed eighty (80) square feet in commercial, industrial and <br />multi-family districts and six (6) square feet in single family residential districts. There shall not be <br />more than one (1) temporary construction sign for each project or development, except that where a <br />project or development abuts two (2) or more streets, additional such signs, one (1) oriented to <br />each abutting street, shall be permitted. Temporary construction signs shall be located only upon <br />the legally described parcel on the building permit. Temporary construction signs are exempt from <br />the permit and fee requirements but shall be allowed only as accessory to an approved building <br />permit for a project or development. Temporary construction signs may be erected and maintained <br />for a period not to exceed sixty (60) days prior to the commencement of construction and shall be <br />removed within fourteen (14) days of the issuance of the certificate of occupancy.
