PRINTER'S AFFIDAVIT OF PUBLICATION CITY OF RAMSEY ANOKA COUNTY STATE OF MINNE,~OTA AN ORDINANCE ESTABLISHING A DEVELOP- MENTAL ASSESSMENT FEE ON ALL NEW SUBDIVISIONS The City of Ramsey Ordains: . SECTION 1~ PREAMBLE The City finds: 1. That new development within the City cre- ates additional traffic and therefore gener- ates the need for construction of additional collector/arterial streets as well ~s the need for improvements to said streets; 2. That new residential developments and non-residenUal buildings lmpact..the City by creating a need for eddlUonal collec- tor/arterial streets and Improvements to the said streets; 3. That it is necessary to establhh additional revenue sources for the. construction and improvement of the City's collector/arterla! streets; and 4. That an equitable method of obtaining revenue for the construction and improve- ment of collector/arterial streets Is through a residential developmental assessment and through additions to certain building permit fees. SECTION 2. PURPOSE It Is the purpose of thl~, Ordinance to establish a system to create alrevenue source for the construction of new'collector/arterial streets and the Improvement ol~the City's exist- ing collector/arterial street system. SECTION 3. AMENDMENT Section 9.50.40 is hereby added to the ! Code, which sectlofi proVlde, s as follows: 9.50.40 Developmental Assessment Subd. 1. Purpose. :The City recognizes that it is essential to the health,. Safety and wel- fare of the residents 'of thi~ City and per- sons working In the City. that Its trans-' portaflon systems safely'and conveniently a ccom modate the travellnrgr p The City Council finds that the demand for transportation facilities within the munici- pality Is directly related to the de~nsity and Intensity of development Permltted and allowed within the City, More deVelopment means greater number o~people, and an increased demand for transportation facili- ties and spedfically collector/arterial streets. It is the policy of the City that new residen- tial buildings and non-residential buildings shall pay an Impact fee fo._~the ~uq~ose of creating revenue for c°n~t~dctioh~ of new collector/arterial streetS a.nd the Improve- ment of the City's existing collector/arterial system. Subd. 2. Residential Developmental Assess- ment. Subdividers of residential develop- ments shall be required at the time of Final Plat approval to pay to the City an amount to be periodically determined for each newly created lot in the Plat. SECTION 4. EFFECTIVE DATE This Ordinance becomes effective thirty (30) days after its publication subject to City Charter Section 5.07.
