That new development within the City cre- <br /> ates additional traffic and therefore gener- <br /> ates the need for construction of additional <br /> collector/arterial streets as well ~s the need <br /> for improvements to said streets; <br />2. That new residential developments and <br /> non-residenUal buildings lmpact..the City <br /> by creating a need for eddlUonal collec- <br /> tor/arterial streets and Improvements to <br /> the said streets; <br />3. That it is necessary to establhh additional <br /> revenue sources for the. construction and <br /> improvement of the City's collector/arterla! <br /> streets; and <br />4. That an equitable method of obtaining <br /> revenue for the construction and improve- <br /> ment of collector/arterial streets Is through <br /> a residential developmental assessment <br /> and through additions to certain building <br /> permit fees. <br />SECTION 2. PURPOSE <br /> It Is the purpose of thl~, Ordinance to <br />establish a system to create alrevenue source <br />for the construction of new'collector/arterial <br />streets and the Improvement ol~the City's exist- <br />ing collector/arterial street system. <br />SECTION 3. AMENDMENT <br /> Section 9.50.40 is hereby added to the <br /> ! Code, which sectlofi proVlde, s as follows: <br /> 9.50.40 Developmental Assessment <br /> Subd. 1. Purpose. :The City recognizes that <br /> it is essential to the health,. Safety and wel- <br /> fare of the residents 'of thi~ City and per- <br /> sons working In the City. that Its trans-' <br /> portaflon systems safely'and conveniently <br /> a ccom modate the travellnrgr p <br /> The City Council finds that the demand for <br /> transportation facilities within the munici- <br /> pality Is directly related to the de~nsity and <br /> Intensity of development Permltted and <br /> allowed within the City, More deVelopment <br /> means greater number o~people, and an <br /> increased demand for transportation facili- <br /> ties and spedfically collector/arterial streets. <br /> It is the policy of the City that new residen- <br /> tial buildings and non-residential buildings <br /> shall pay an Impact fee fo._~the ~uq~ose of <br /> creating revenue for c°n~t~dctioh~ of new <br /> collector/arterial streetS a.nd the Improve- <br /> ment of the City's existing collector/arterial <br /> system. <br /> Subd. 2. Residential Developmental Assess- <br /> ment. Subdividers of residential develop- <br /> ments shall be required at the time of Final <br /> Plat approval to pay to the City an amount <br /> to be periodically determined for each <br /> newly created lot in the Plat. <br />SECTION 4.
