<br /> AN AMENDMENT TO CHAPTER 8 WHICH iS
<br /> KNOWN AS THE BUILDING AND HOUSING
<br /> CHAPTER OF THE CITY CODE OF RAMSEY,
<br /> MINNESOTA,
<br /> AN ORDINANCE AMENDING SECTION 8.01
<br /> '~BUII~DING CODE", SUBSECTION 8.01.03
<br /> "PERMITS, INSPECTIONS AND FEES" OF
<br /> CHAPTER 8 OF THE CITY CODE OF RAMSEY~
<br /> MINNESOTA.
<br /> The Ci~ of Ramsey ordains: ·
<br /> SECTION 1. AMENDMENT
<br /> · Section 8.01.03 (Permits, I'nspections and
<br /> Fees) is hereby amended to include the follow-
<br /> ing language:
<br /> ' b. Exterior completion: The exterior finish
<br /> 'on all re}idential, commercial, and institutional
<br /> structures and their accessory buildings shall
<br /> be completed within one year of the date the
<br /> buildif~g permit is issued. Refinishing of exist-
<br /> ing buildings shall be completed within one
<br /> y~ar 6f the start of the work. Tar paper, unfin-
<br /> ished plywood, fiberboard insulation, foam
<br /> insulation, brown coat or scratch coat of stuc-
<br /> co, plastic sheeting and other similar materia!s
<br /> not'designed to be an exterior finish shall not
<br /> be considered an acceptable exterior finish.
<br /> The building official may grant a 90 day exten:
<br /> sion if there is an Unusual hardship, such as
<br /> bad weather. Further time extensions must be
<br /> approved by the city council. '
<br /> This section shall pertain to all current and
<br /> futhre building permit ,holders. Holders of per-
<br /> mits issued prior to' lanuary i, .1995, shall have
<br /> April 1, 1997; to complete the exterior
<br /> on said structure(s).
<br /> 1. PowERs OF OFFICERS
<br /> Whenever in the judgment of the City
<br /> Administrator (or othe( such officers as may be
<br /> determined by the Administrator), a determi-
<br /> nation is made'upon investigation that a par- '
<br /> ticul.ar permit holder has not comPlied with
<br /> said .regulations, they shall issue written nOtice
<br /> to the Owner of record .and require him/her to,
<br /> complete the exterior finish on said strutZ
<br /> ture(s). Service of said notice shall be in per-
<br /> son or by mail. If the premises are not occu-
<br /> pied by the owner Of record and the address
<br /> Of the pwne~ of record is unknown, service on
<br /> the owner Of record may be had by po~ting a
<br /> copy of the notice on '~he premises. If the exte-
<br /> rior finish is not completed within 30 day's bf
<br /> the date 0f is~-uance of said notice, the city offi:
<br /> cial.issuing said notice shall issue a code viola-
<br /> tion citation to the notified owner of record. 2. PENALTY
<br /> If, after such service of notice, the party or
<br /> parties fail to complete the exterior finish of
<br /> said structure(s), the cry council may cause
<br /> the exterior finish of said structure(s) to be
<br /> dompleted at the expense of the city ~nd
<br /> recover such expenditure, plus an additional
<br /> 25%, either by civil action against the person
<br /> or persons served; or if such service has been
<br /> had upon the owner or occupant by ordering
<br /> the Administrator to extend such sum, plUS
<br /> 25% as a Special tax against the property upon
<br /> which the incomplete exterior finish existed
<br /> and to certify th~ same-to the county auditor
<br /> for collection in the manner as taxes and spe-
<br /> cial assessments are certified and collected. ·
<br /> -and/or-
<br /> Any person violating any provision of this
<br /> is guilty of a misdemeanor arid upon
<br /> shall be punished by a fine of
<br /> imprisonment or both.
<br /> SECTION 2~ SUMMARY
<br /> The following official summary of Ordi-
<br /> nance #96-19 has been approved by the City
<br /> Council Of the City of Ramsey as clearly inform-
<br /> ing' the public of the in~ent and effect of the
<br /> O(dinance:' . '
<br /> It i~ the. intent and effect of Ordinance
<br /> #96-19 to amend Ramsey City Code Chapter 8
<br /> (BUilding and HoHsing), Section 8.01 (Build-
<br /> ing Code), and Section 8.01.03 (Permits,
<br /> :Inspections and Fees) to add regulations for
<br /> cqmpleting the exterior finish of structures.
<br /> SECTION 3. EFFECTIVE DATE .
<br /> The effective date of this .Ordinance is thirty
<br /> (30) days after its passage and publication,
<br /> subject to City Charter Section 5.07..
<br /> Adopted by the Ramsey City Council the
<br /> 26th day of November, 1996.
