f. All properties shall come into compliance

<br /> November 30, 1997. ·
<br /> Section 9.02 (Definitions) is hereby amended
<br /> to include the following definitions:
<br /> "Coverage" - That portion of a lot covered
<br /> by principal and accessory use structures, and
<br /> may include impervious surfaces if it is so indi-
<br /> cated in the individual zoning districts.
<br /> ~11 "Driveway" ~ An traffic lane leading
<br /> on-site
<br /> ~l~ectly to a garage from the closest street
<br /> -'access, the width of which cannot exceed the
<br /> garage width by more than 15 feet, or in the
<br /> absehce of a.garage, a traffic lane to a parking
<br /> that cannot exceed 20 feet in width.
<br /> "Equipment, Commercial Use" - Any
<br /> motorized or non-motorized apparatus who.se
<br /> primary use is to facilitate the generation of
<br /> revenue.
<br /> "Equipment, Private Use" - Any motorized
<br /> or non-motorized apparatus whose primary
<br /> use is for personal activities not related to gen-
<br /> erating revenue or-profit
<br /> "lmperviou~ Surface" - A'pr~perly'main-
<br /> rained artificial surface thrgugh which water
<br /> cannot easily penetrate. ,
<br />
<br /> "Motor Vehicle, Commercial Use" - Any
<br /> device designed to be self-propelled that is eli-
<br /> gible for legal operation on the public roads
<br /> and highways and Who~e primary use is to
<br /> facilitate the generatioq of revenue. This shall
<br /> not include standard passenger automobiles,
<br /> I~ick-up trucks and vans displaying company
<br /> Iogos and/or advertisements.
<br /> ;'Motor Vehicle, Private Use'; - Any device
<br /> which is designed to be self propelled, is eligible
<br /> for legal operation on the public roads and
<br /> highways, and whose primary u~e is to transport
<br /> ~ersons and/or property for personal or recre-
<br /> ational activities. For purposes of this Chapter,
<br /> ,s shall include operable
<br /> vint.age/cla~ssic cars and race cars.
<br /> "Operable Motor, Vehicle" - A vehicle that;
<br /> can be presented in a self-propelled condition
<br /> within seven (7) days of the City% reques{ for
<br /> such action.
<br /> "Parking Surface, Residential" - The entire
<br /> under a vehicle or p ece of equ pment
<br /> a 'one-foot'extended perimeter. .
<br /> REPEAL
<br /> The following language in Section 9.11.10
<br /> · (Off Street Parking) is hereby repealed:
<br /> No more than one (1) one-ton motor
<br /> vehicle bearing a commercial license
<br /> and no commercially licensed trailer
<br /> shall be parked or stored in a residen-
<br /> Ual distr ct except when loading,
<br /> unloadi, ng or rendering a service. No
<br /> commercial vehicle shall be. parked or
<br /> stored in a residential district except
<br /> for short-term (two (2) hours or less)
<br /> when unloading, loading or rendering
<br /> a service. ,
<br /> SECTION 3. SUMMARY
<br /> The following official summary of Ordi-
<br /> nance #96-22 has been approved by the City
<br /> Council of the City of Ramsey as clearly inform-
<br /> ing the public of the intent and 'effect of the
<br /> Ordinance.
<br /> It is the intent and effect of Ordinance
<br /> #96-22 to amend Ramsey City Code Chapter 9
<br /> (Zoning and Subdivision of Land), Section
<br /> 9.02 (Definitions) to amend or include
<br /> ""Coverage", "Driveway"; "Motor Vehicle,
<br /> Commercial Use"; "Impervious Surface",
<br /> "Moto~ Vehicle, Private Use"; "Equipment,
<br /> Commercial Use"; "Equipment, Private Use"; '
<br /> "Residential Parking Surface"; "Operable'
<br /> Motor Vehicle"; and Section 9.11.10 (Off
<br /> Street Parking) to amend the regulations for
<br /> parking private and commercial vehicles and
<br /> equipment in the residential districts.
<br /> SECTION 4. EFFECTIVE DATE

<br /> The City of Ramsey ordains:
<br /> SECTION 1. AMENDMENT
<br /> Section 9,11.10 (Off Street Parking) is here-
<br /> by amended to iriclude the following language:
<br /> In any Residential District, inside parking
<br /> of licensed and[or unlicensed motor vehicles
<br /> and ec~uipment, commercial or private, shall
<br /> be permitted.
<br /> In any Residential District, no outside park-
<br /> lng Of any motor vehicle or equipment shall be
<br /> permitted, EXCEPT as follows
<br /> a..Currently licensed and operable motor
<br /> vehicles, and one unlicensed'and operable
<br /> motor vehicle, the: primary purpose of
<br /> which is'for private transportation or recre-
<br /> ati~nal use may be parked in the front
<br /> yard if on a driveway or-in the'side or rear
<br /> yard provided th~ey are parked oh a resi-
<br /> dential parking surface that consists of
<br /> elther bituminous pavement or concrete,
<br /> or outside the boundaries of the Metro-
<br /> - politan Urban Service Area (MUSA) on a
<br /> minimum of.con bit or prepared gravel.
<br /> b. Equipmegt, the primary purpose of which
<br /> i~ for private or personal/recreational use,
<br /> may be parked in the fro. nt yard if on a dri-
<br /> veway or in the side yard on a residential
<br /> parking surface'of either bituminous pave-
<br /> ment or concrete, or outside the bound-
<br /> aries of the MUSA On a minimam of con
<br /> bit or prepared gravel, or in the rear yard.
<br /> c. Commercial Use motor vehicles and equip-
<br /> ment may be parked outside for short-term
<br /> ' periods (8 hours or less) when rendering a
<br /> service such as loading or unloading or'on
<br /> a routine or regular basis for long terms
<br /> under the following conditions:
<br /> 1. The vehicles and/or equipment shall
<br /> be screened to a degree of 75% at
<br /> grqund level ~iew from adjacent p?op-
<br /> erties and public street~ 10096 of the
<br /> ' ' time while u~attended.
<br /> 2. The vehicles and/or equipment shall
<br /> be parked only on the side yard or rear
<br /> ' yard of the subject property and said
<br /> items shall be parked on a residential
<br /> parking surface that consists of either
<br /> bituminous pavement or'concrete, or
<br /> "outside the boundaries of the MUSA
<br /> on a minimum of con bit or:prepared

<br /> 3. commercial use vehicles and equip-
