ORDINANCE NO. 97-03 <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN INTERIM ORDINANCE ESTABLISHING A MORATORIUM ON THE <br />SUBDIVIDING OF LAND WITHIN A PART OF THE CITY OF RAMSEY, ANOKA <br />COUNTY, MINNESOTA. <br /> <br />The City of Ramsey Ordains: <br /> <br />SECTION 1. AUTHORITY. <br /> <br />This Ordinance is adopted pursuant to that authority granted to the City by MSA §462.355, Subd. <br />4, entitled "Interim Ordinance." <br /> <br />SECTION 2. PREAMBLE AND PURPOSE. <br /> <br />WHEREAS, the City Council finds that certain elements of its Comprehensive Plan relating to <br />residential development density and the impact of new residential development on existing <br />neighborhoods requires further study in order to implement appropriate performance control <br />standards; and <br /> <br />WHEREAS, the City Council finds that additional planning studies need to be made concerning <br />the advisability of including within its Comprehensive Plan legally defensible controls for <br />regulating community appearance and design standards; and <br /> <br />WHEREAS, the City Council finds that the environmental component <br />Comprehensive Plan may require further study to determine the impact <br />development density on the City's environmentally sensitive areas; and <br /> <br />of the City's <br />of residential <br /> <br />WHEREAS, an issue has arisen concerning the exact boundary of the Metropolitan Urban <br />Service Area line in certain areas of the City lying east ofNowthen Bouelvard; and <br /> <br />WHEREAS, the City Council finds that an interim ordinance placing a moratorium on the <br />subdividing and platting of land within all areas of the City, except those specifically excluded <br />below, is necessary to study the above issues and in order to protect the planning process and the <br />health, safety and welfare of the citizens of Ramsey. <br /> <br />SECTION 3. STUDIES. <br /> <br />The City Council hereby directs its City Staff to advise it as to the estimated expense and sources <br />of funding for the Comprehensive Plan amendment studies identified above and to report to the <br />City Council within 30 days its findings, at which time the City Council will order said <br />Comprehensive Plan studies. In addition, staff shall advise the City Council as to what other <br />development studies are appropriate in order to accomplish the purposes of this ordinance. The <br />studies ordered pursuant to this ordinance shall make recommendations to the City Council for <br /> <br /> <br />
