210.013 <br /> <br />METHODS OF ASSESSMENT <br /> <br />The City Council has in the past, in preparing assessments rolls, used five (5) <br />methods of assessments. Any combination may be used for a particular project. <br /> <br />It should be emphasized that the special assessment method and policies <br />summarized herein cannot be considered as all-inclusive and that unusual <br />circumstances may at times justify special considerations. Also, any fixed <br />cost data and rates presented herein will be adjusted from year to year by the <br />ENR Construction Index or the Consumer Price Index. <br /> <br />Area. The area to be assessed is the total land area in acres of a <br />property lying within a Sanitary Sewer District, including street and <br />utility easement, but excluding those areas as described under <br />"Properties Not Assessed". The types of improvements to be assessed <br />on this basis are: <br /> <br />Sanitary Sewer Trunk: For residential sanitary sewer ten inches <br />(10") and larger in size. <br /> <br />For Commercial and Industrial sanitary sewer twelve inches (12") <br />and larger. <br /> <br />b. Storm Drainage. <br /> <br />c. Improvements to Industrial and Commercial Developments. <br /> <br />e <br /> <br />Unit (Lot). Unit is a parcel or lot in a residential area that is a <br />minimum of eighty feet by one hundred thirty five feet (80' x 135'). <br />Any lot which contains adequate width and depth to allow for <br />subdivision shall be assessed for the maximum number of units the <br />parcel can be subdivided into. The location of an existing structure <br />shall not be reason to exempt large lots from additional assessments. <br />The types of improvements to be assessed on this basis are: Trunk and <br />lateral water, sanitary sewer and street and storm drainage <br />improvements for subdivision of residential, industrial and commericial <br />properties. <br /> <br />Front Footage (Short Side). Trunk and lateral water, sanitary sewer <br />and street and storm drainage improvements for subdivision of <br />residential, industrial and commercial properties. <br /> <br />Equivalent Unit. Large lots on M.S.A. streets are assessed a cost <br />equivalent to the cost of a typical residential street in an area with <br />eighty foot (80') lots. <br /> <br />5. Variable Costs. Driveways and special services. <br /> <br />e <br /> <br />Residential Equivalent Connection (R.E.C. A residential equivalent <br />connection is a unit of measure to compare residential with commercial <br />and industrial development.
