<br /> is hereby established. The Commission sh,'~ll)~e

<br /> hereafter be referred to aS:"AC". "i ' :
<br /> 10.112 PURPOSE: '
<br /> · The purpose of the AC Will be to study tl~e
<br /> feasibility of the presently privately own,ed
<br /> Gateway North Airpbrt becoming a City owned
<br /> municipal airport. The study should include
<br /> consideration and findings on all aspects and
<br /> ramifications of creating Gateway North into a
<br /> City owned municipal airport including but not
<br /> limited to the following subjects:.
<br /> a) The economic benefit and/or detriment to
<br /> be derived from having a municipal.airport in
<br /> the City ....
<br /> b) The expense=necessary to'create Gateway
<br /> North into a mun.!~ipa) airport~
<br /> ' .c) The alternative, financir~g and sourceS;of
<br /> r~venIJe availableto create a municipal airport.
<br /> d) The projected ongoing maintenance
<br /> expense to the City of a municipal airport..
<br /> e) The pro|ected operating revenues form a
<br /> municipal airport ....
<br /> f) The Health and s~fety impact 0~ a
<br /> municipal airport. . .
<br /> g) The potential educational opp0rto~ities

<br /> h) The function of a Fixed Based Operator at a

<br /> 10.113COMPOSITION: : ' :
<br /> 1) The AR[~ShaI! consist of nine (9) ~gting
<br /> members who shall rbe aPpbinted by the City
<br /> Council and m'~y be removed by ama 0rite!vote

<br /> 2)' Of the me'rhbers of .the,commission:first
<br />appointed, th~i~;(3) shaft be appointed fo[ the
<br />term of One (i)'~year~ three (3) fe~- the term of

<br />years..Their spf:,cessers .shall be appointed for
<br />terms of three yea~s. Both. original and
<br />successive appointees sha~l hold their offices
<br />until their s.u~cessors are appointed and
<br />qualified. Vacancies during the .term shall be
<br />filled by the Council for the unexpired portion of

<br />entering upon the discharge of his duties, take an

<br /> 1) The City Council shall appoint the
<br />~ commissiqn's first chairman for a one year
<br /> term. After said first year, the commission shall
<br /> elect a chairman from among its appelnted.
<br /> members for a term of one year and each year.
<br /> thereafter. The co. remission shall elect at its first
<br /> meeting a vice chairman for a term of one year
<br /> and each year thereafter. The commission may

<br /> In order to accomplish its purpose, the'AC
<br /> shall advise the City Council on actions It dec'ms
<br /> · appropriate and make a recommendation t6 ~he
<br /> COuncil on whether or not to seek ~nunic'ipal
<br /> status for the Gateway North AirPOrt.
<br /> The AC shall call ~pon and meet with elected
<br /> and appointed state and local officials along ~ith
<br /> other..appropriate resources it deems necess~arY
<br /> in order to accomplish its purpose.
<br /> From time to time fha AC shall hold a I~lnt.
<br /> meeting with the City Council so as to infqrm
<br /> both groups of the other's efforts and to keep
<br /> open lines of communication.
<br /> 10.116 EFFECTIVE DATE: ·
<br /> The ordinance becomes effective upon:., its
<br /> passage and publication according to law.
