Whenever mounds are located on slopes, a diversion shall be
constructed immediately upslope from the mound to intercept and direct runoff.

150.01.411 1990 URBAN SERVICE AREA ALTERNATIVES

Subd. 1 GKI~/~L

Sanitary sewer service is expected to be available to the 1990 Urban Service
Area by 1985. The 1990 Urban Service Area property owner shall remain
responsible for individual waste disposal until such time that the sewer
connection is effected. Urban area lot dimensions tend to be more restrictive
for certain methods of waste disposal. It is the purpose of this section to
provide the urban service area with alternatives to the long-term approach of
individual waste treatment heretobefore outlined in this chapter. Such
alternatives will allow for "temporary" treatment until such time that the
property is connected to the municipal sewer. Systems described herein are not
applicable to the 1990 rural and transition areas (as defined in Section
170.01.2B) as the systems are not considered to be long-term disposal methods.

Subd. 2 COLLECTION SYSTI~fS

GKNERAL

1. Where site or soil conditions do not permit disposal of sewage on-
site, a sewage collection system with a common disposal site for two (2) or m~re
buildings may be employed.

2. Plans and specifications for such systems shall be consistent with
the Comprehensive Sewer Plan of the City of Ramsey and plans and specification
for the sewage collection system in such cases shall be consistent with
standards adopted by the City of Ramsey for such systems.

3. Applications for use of such systems shall be made to the Minnesota
Pollution Control Agency (MPCA) and plans and specifications for such systems
shall be approved by the MPCA and by the Ramsey City Council before any
construction takes place.

DESIGN OF COI.I.~CTION SYSTEMS

1. The collection system shall be so designed that it can be
integrated into the permanent sewage collection system at minimum cost and it
shall become the property of the City of Ramsey at such time as public sewer
service becomes available.

2. Plans and specifications for the collection system shall provide
for construction in accord with the Recommended Standards of the Great Lakes
- Upper Mississippi River Board of State Sanitary Fngineers.

DESIGN OF TREATMENT/DISPOSAL SYSTEMS

The design details of any joint treatment/disposal system in the 1990 Urban
