Amendment <br /> section 210.Ol.5 Is amended by the addition of <br /> the foU0wlng subdlvlslon: <br /> 'Subdivision 6. Ordering Improvements. A <br /> resolution ordering the improvement may be <br /> a'dopfed by the Council after compliance with the <br /> · proVisions of this section. The resolution, <br /> ordering the improvement may be adopled at <br /> any time between sixty (60) days and orle year <br /> after the date of the public hearing on the <br /> improvement by vote of a maiorlty of all <br /> members of the Council when the improvement <br /> has been petlflo,ned for pursuant to Subdivision 1, <br /> When'there has beeh no such petition, the <br /> reSOlution may be adopted only by four-fifths of <br /> all members0f the Council. Section 2. Amendment <br /> The first sentence of Section 210101.13 is <br /> amended In order to correct a typographical <br /> error In the reference to Code Section 210.01.5, <br /> Said sentence Is hereby amended to read as <br /> follows: <br /> 210.01.13 Financing <br /> Subdivision 1, Authority, at any time after one <br /> or more improvements are ordered as <br /> contemplated In Section 210.01.5 of this Code, the <br /> Council may issue obligations in suc~ amounts <br /> as It deems necessary to defray In whole or In <br /> pa~'t the expense Incurred and estimated to be <br /> incurred in. making the improvement or <br /> I~provements, including every item of cost of <br /> the kinds, authorized in Minnesota statutes <br /> 475.65. <br /> Section 3 Effective Date <br /> This ordinance becomes effective thirty (30) <br /> days after Its passage and publication subiect to <br /> City Charter Section 5.04. <br /> Passed by the City Council this 18Ih day of <br /> December, 1984. <br /> -s- Thomas G. Bodley, being duly sworn, on oath says'he is and during all the times herein stated <br />has been the managing editor of the newspaper known as the Anoka County Union and has <br />full knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the <br />English language in newspaper format and in column and sheet form equivalent in printed <br />space to at least 1200 square inches (2) Said newspaper is a weekly and is distributed once <br />each week for at least 50 weeks of each year. (3) Said newspaper, in at least half of its issues <br />each year, has no more than 75 per cent of its printed space comprised of advertising <br />material and paid legal notices; and in all of its issues each year, has 50 per cent of its news <br />columns devoted to news of local interest to the community it purports to serve, and not <br />more than 25 per cent of its total non-advertising column inches in any issue duplicates any <br />other publication. (4) Said newspaper is circulated in and near the municipality which it <br />purports to serve, has at least 500 copies regularly delivered to paying subscribers and has <br />entry as second-class matter in its local post-office. (5) Said newspaper purports to serve <br />the City of Anoka in the County of Anoka and has its known office of issue in the City of Coon <br />Rapids in said county. (6) Said newspaper files a copy of each issue immediately with the <br />State Historical Society. (6a) Said newspaper is made available at single or subscription <br />prices to any person, corporation, partnership, or other unincorporated association <br />requesting the newspaper and making the applicable payment. (7) Said newspaper has <br />complied with all the foregoing conditions for at least one year preceding the day or dates of <br />publication mentioned below.
