energy conservation, preservation of desireable land characteristics, more <br />effective and efficient use of land, and a high quality of designs compatible <br />with surrounding land uses. Refer to this section of the ordinance for <br />regulations regarding criteria, procedure, rezoning, development guarantees, <br />requirements for preliminary and final plans, compliance and environmental <br />protection and critical rivers, flood plain and scenic rivers regulations. <br /> <br />170.016L AGRICULTURE <br /> <br />The intent of this district is to accommodate agricultural uses and property in <br />the City at a maximum density of 1 dwelling unit per 40 acres. Refer to this <br />section of the ordinance for regulations regarding permittes uses, standards <br />and environmental protection and critical rivers, flood plain and scenic rivers <br />regulations. <br /> <br />170.017 p ERF.0RMANGE STANDARDS <br /> <br />These performance standards are designed to encourage a high standard of <br />development and shall be enforced by the Zoning Officer. Ail future <br />development, and existing development when so stated, will be required to meet <br />these standards. <br /> <br />170.017A NUISANCES <br /> <br />No noise, odors, vibration, smoke, glare, air pollution or dangerous wastes <br />shall be created that exceed the limits outlined in this section of the <br />ordinance. <br /> <br />170.017B DRIVEWAYS <br /> <br />Where permanent roadway surfacing is not in place, no concrete driveway shall <br />project beyond the property line and bituminous driveways shall terminate 1 <br />foot from roadway edge. On surfaced roadways, bituminous and concrete <br />driveways may adjoin the existing bituminous. If determined necessary by the <br />Building Official, the lot owner shall install a culvert a minimum of 15 inches <br />in diameter. Ail driveways shall maintain at least a 3 foot side yard setback <br />from adjacent property lines; no residential driveway shall be allowed onto <br />thoroughfare streets or exceed 20 feet in width at the point where it adjoins <br />the street. <br /> <br />170.017C SCREENING <br /> <br />Screening consists of plantings, landscaping, and/or fencing. All plantings <br />and fencing shall be placed a minimum of 15 feet from the street and in no <br />event shall be placed on the public right-of-way. Plantings may be placed on <br />the property line and fencing may be within 5 feet of the property line. Where <br />screening is required, the applicant must submit a screening proposal to the <br />Planning and Zoning Commission for approval. Refer to this section of the <br />ordinance for detailed requirements regarding allowable screening placement, <br />size and type for all districts. <br /> <br />170.017D OFF-STREET PARKING <br /> <br />Parking areas in the Urban Area shall be paved with a durable and dustless <br />surface, provide adequate drainage and have access off driveways and public <br />streets.
