<br />"~The City Council of the City of Ramsey does
<br />' ~ hereby ordain:

<br />~.i ' A Landfill Advisory Commission for the City
<br />"Io~ RamseY is hereby establi;-hed. The C0mmls*
<br />· .{ sion shall be the' City's Landfill Advisory Com-
<br />~; mission and shall hereafter be referred to as
<br />
<br />' The purpose of the LAC will be to advise and
<br />!:i-make rec°mmendations, to lrhe City
<br /> Council
<br /> on
<br />~'. all issues and ra~nifications relating to sanitary
<br />~, landfflllng In the City of Ramsey. In addition, to
<br />: l'Studying all landflli issues ahd ramifications it.
<br />r i deems relevant, the LAC shall study and make
<br /> :recommendations:to the City (~ouncil on the fol-

<br />· Vacancies during the term shall be filled by the
<br /> Council for the unexpired portion of the term.

<br /> ppon the discharge of his duties, take an oath
<br /> ~:. i~'~er'Will faithfully discharge the duties of his

<br /> t~.h.$ation, Commission~members may be reim-
<br /> i.J bo~Y~ed for theW. necessary exp~nses incurred as

<br /> · R~.msey and surrounding area and at least
<br /> two-thirds (2/3) of its members shall be resi*
<br /> dents of the City of Ramsey.
<br /> 10.124 O~OAN IZATiON, MEETI NO, ETC.:
<br /> 1. The City Council shall appoint the commis-
<br /> !sion's first chairman for a one yea-r term..After
<br /> said first.year, the commission shall elect a
<br /> ichalrman from among its appointed members
<br /> Ior a term of one year and each year thereafter.
<br /> [The commission shall elect at its first meeting a
<br /> ivice chairman for a term of one year and each
<br /> !year thereafter. The commission may create
<br /> land fill Such other offices as it may determine
<br /> [and create ~ubcommittees as it deems neces-
<br /> i sary to accomplish its purpose·
<br /> ' 2. The commission shall hold at least one reg*
<br /> ~ular meeting each month at a time and place as
<br /> ;agreed Upon by its members. It shall follow
<br /> IRobert's Rules of Order as revised, 2nd ~dltion,
<br /> flor the transaction of business and shall keep a
<br /> [record of its resoluti0hs, transactions, and fin-
<br /> !dings, which record shall be a public record·
<br /> :5aid record st~atl be transmitted to the Cily for
<br /> :its review on a monthly basis· On or before
<br /> .January first of each year, the com~nission
<br /> ~shall submit to the City Council a report of its
<br /> ~vork during the preceding year. Expenditures
<br /> ~of th~ commission shall be within amounts ap-
<br /> l propriated for the purpose of the City Council.
<br /> 3. Any member missing three or more
<br /> ~meetings in any given year shall he cause for
<br /> :the City Council to review with the member his
<br /> '.status on the commission pnd the City Council
<br /> ~shall then make a determination as to Whether
<br /> ~=r not he shouldcontinue to serve on the com-
<br /> Jmission.
<br />
<br /> !SION:
<br /> In order to accomplish its purpose, the LAC
<br /> t ihall advise the City Council on actions it deems
<br /> iappropriate and keep the Council advised on
<br /> I landfill issues.
<br /> The LAC shall call Upon and meet with
<br /> i,Hected and appointed state and local officials
<br /> ~ Mong with other appropriate resources it deems
<br /> s qecessary in order to accomplish !ts purpose.
<br /> From.time to time the LAc shall hold joint
<br /> rmeetings with the City Council and other rele-
<br /> ~,ant City Commissions so as to inform both
<br /> ~groups of the other's efforts and to keep open
<br /> · ~ lines of communication.
<br /> '10.126 EFFECTIVE DATE:
<br /> This ordinance becomes effective upon Its
<br /> passage and 30 (thirty) days after its publica-
<br /> i tion according to law, subiect to City Charter
<br /> Progision, Section 5.04.
