<br /> Section 1. Authority
<br /> The City' of Ramsey is authorized'by .~Ain-
<br /> nesota Statutes, Sect OhS 444.16 through 444.21
<br /> (the Act) to establish storfn sewer improve-
<br /> ment tax districts for the purposes of construc-
<br /> ting.and financing storm sewers and related fa-
<br /> cllit~ies.'
<br /> section 2. Findings
<br /> T~e City hereby finds.and determines that if
<br /> is necessary and desireable for the h~alth, safe-
<br /> ty and welfare of its residents and for the pro-
<br /> per co0fr~l of storm drainage and finding in
<br /> the City ~o use the authority contained i~ the
<br /> Act t~ eatabllsh a storm sewer improvemenl

<br /> O strict.shall be to finance through a tax the
