The franchise details specific access rules which must be developed by Group W. The System.sba] 1 i~clude a separate institutional network which will permit 38 separate television channels to be sent to each institution and 16 channels to be returned. Group W will provide institutional network service to at least 33 institutions listed in Section 7 of the franchise. The System serving the cities of Andover, Anoka, Champlin and Ramsey sb~]] be completely interoonnected. The System shall also be constructed so that other systems now or hereafter constructed in any area adjacent to the System may be interconnected. The System shall be capable of sending programs to each cc~munity separately so that the residents of one community may view a given program while at the same, residents of another cc~munity may watch different prograra~ing at the same time on the same channel.
