PRINTER'S AFFIDAVIT OF PUBLICATION STATE OF MINNESOTA ) ss County of Anoka ) ORDINANCE #81-6 CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AMENDMENT TO CHAPTER 170.05, WHICH IS KNOWN AS THE INTOXICATING LIQUOR CHAPTER OF THE CITY CODE OF RAMSEY, MINNESOTA. AN ORDINANCE AMENDING SECTION 130.057 ENTITLED "LICENSE FEES, PARAGRAPH 6 OF THE CITY CODE OF RAMSEY~ MINNESOTA. The City Couhcll of Jhe City of Ramsay, Minnesota ordains: SECTIO~ 1, AMENDMErNT Section 170~057 paragraph 6 Is amended to read as follows: 6. No part Of the fee paid for a~y license Issued under this chapter shall be refunded 'except in the following Instances upon application to the council within thirty (30) days from the' happening of the event. The council may in Its ludgmenl refund a pro rata portion of the fee for the upexplred period of the license, computed on a monthly I~as!s, when operation of the licensed businesS., ceases not less ~an one (1)' month before e>~iratlon of the license ;of: a) Destructlori or damage of the Ilcensod premises by fire or other catastrophe; b) A change in the legal status of the municipality making it unlawful for a licensed business to con- tinue; c) The death of the IIc'enseeo managing parlner, or managing officer of the licensee; d) The transfer of ownership of the licensed premises and then only when 1he new owner on transfer receives a lice,nsc under this chapter and has paid the appropr!ate pro rata license fee such that the City will r~ce!'~e a full ilc~ense fee for that particular license year. SECTION 2. EFFECTIVE DATEr ' This ordinance becomes effeclIve upon Its passage and publication according to law. Bodley, being duly sworn, on oath says'he is and during all the times herein stated has been the managing editor of the newspaper known as the Anoka County Union and has full knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the English language in newspaper format and in column and sheet form equivalent in printed space to at least 1200 square inches (2) Said newspaper is a weekly and is distributed once each week for at least 50 weeks of each year. (3) Said newspaper, in at least half of its issues each year, has no more than 75 per cent of its printed space comprised of advertising material and paid legal notices; and in all of its issues each year, has 50 per cent of its news columns devoted to news of local interest to the community it purports to serve, and not more than 25 per cent of its total non-advertising column inches in any issue duplicates any other publication. (4) Said newspaper is circulated in and near the municipality which it purports to serve, has at least 500 copies regularly delivered to paying subscribers and has entry as second-class matter in its local post-office. (5) Said newspaper purports to serve the City of Anoka in the County of Anoka and has its known office of issue in the City of Coon Rapids in said county. (6) Said newspaper files a copy of each issue immediately with the State Historical Society. (Sa) Said newspaper is made available at single or subscription prices to any person, corporation, partnership, or other unincorporated association requesting the newspaper and making the applicable payment. (7) Said newspaper has complied with all the foregoing conditions for at least one year preceding the day or dates of publication mentioned below. (8) Said newspaper has published and filed with the Secre- tary of State of Minnesota a sworn United States Post Office second class statement of ownership and circulation as of October of each year beginning in 1980.
