170.073.525 <br /> <br />170.073.526 <br /> <br />170.073.527 <br /> <br />170.074 <br /> <br />170.074.1 <br /> <br />170.074.2 <br /> <br />170.074.3 <br /> <br />170.075 <br /> <br />170.075.1 <br /> <br />170.075.11 <br /> <br />"Substandard Use" means any use within the Land Use Dis- <br />trict existing prior to the date of enactment of this <br />ordinance which is permitted within the applicable land <br />use district but does not meet the minimum lot area, length <br />of water frontage, structure setbacks or other dimensional <br />standards of the ordinance. <br /> <br />"Variance" means any modification or variation of official <br />controls where it is determined that by reason of exceptional <br />circumstances, the strict enforcement of the official controls <br />would cause unnecessary hardship. <br /> <br />"Wetland" shall be as defined in Minnesota Statute, Section <br />105.37, Subd. 15. <br /> <br />DISTRICT APPLICATION <br /> <br />The Scenic River Land Use District of the Rum River, within the <br />City of Ramsey, is hereby divided into two areas, in accordance <br />with the Rum River Management Plan (6 MCAR §§ 1.2700 - 1.2720): <br />The portion of the Scenic River Land Use District located within <br />the 1990 Urban Area as defined and located in Chapter 170.01 of <br />the City Code shall be classified as an Urban Area; and the re- <br />mainder of the Scenic River Land Use District within the City of <br />Ramsey shall be classified as a Rumal Area. <br /> <br />The Scenic River Land Use District shall be shown on the Official <br />Zoning Map, as shall the urban and rural area portions of the <br />district contained therein. <br /> <br />The provisions of Minnesota Regulations NR 78-84 shall apply with- <br />in the Scenic River Land Use District, as specified in the Rum <br />River Management Plan. Where the provisions of this ordinance or <br />any other ordinance of the City of Ramsey are in conflict with <br />the Management Plan for the Rum River, the provisions of the Rum <br />River Management Plan shall apply. Copies of Minnesota Regulations <br />NR 78-84 and the Management Plan for the Rum River shall be kept <br />on file in the office of the City Clerk/Administrator. <br /> <br />USES <br /> <br />Urban Area. The Urban Area of the Scenic River Land Use District <br />is hereby designated the Urban Area Overlay District. <br /> <br />Permitted Uses are all permitted uses allowed and regulated <br />by the applicable zoning district underlying the Urban Area <br />Overlay District, as indicated on the Official Zoning Map of <br />Ramsey, Minnesota, except that public roads, utility crossings, <br />and all private and commercial recreation uses shall be Con- <br />ditional Uses. <br /> <br /> <br />
