PRINTER'S AFFIDAVIT OF PUBLICATION <br /> <br />STATE OF MINNESOTA ) ss <br />County of Anoka ) <br /> <br /> ORDINANCE//81-2 <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNEOSTA <br /> <br /> AMENDMENT TO cHAPTER 110.09 WHICH IS <br />KNOWN AS THE "KEEPING OF CERTAIN <br />ANIMALS" CHAPTER OF THE CITY CODE. <br /> An Ordinance Amending Chapter 110.09 of the City <br />Code of Ramsey, Minnesota. <br /> Th~ City Council of the City of Ramsey ordains: <br />SECTION 1. AMENDMENT <br /> Section 110.09 entitled "Prohibited Animals" shall <br />be amended to read as follows: <br /> 110.09 KEEPING OF CERTAIN ANIMALS, <br />LIVESTOCK AND POULTRY. <br /> 110.091 PROHIBITED ANIMALS WITHOUT <br />CONDITIONAL USE PERMIT. <br /> None of the following animals shall he maintained ' <br />on any parcel of land In the'City of Ramsey: <br />a) goats; <br />b) pigs; or <br />c) cows ' <br />except said animals may be allowed If the animal <br />owner and/or land owner has obtained from the City <br />Council a conditional use permit, which permit <br />specifically allows the keeping:of said animals and <br />under what conditions the animals may be kept. <br /> <br /> · The adminlstratlve procedure and criteria for <br />cgrantlng or denying a conditional use permit under <br /> Is Chapter shall be as prescribed In Section-170.016 <br /> the City Code which section Is entitled, <br /> ondltlonal Uses". <br /> 110.092 PERMITTED ANIMALS <br /> (a) Three (3) acre parcels - Notwithstanding the <br />provision In paragraph 110.091, a maximum of, or <br />combination of, two (2) of the above type animals <br />may be maintained on a parcel of not less than three <br />(3) contiguous acres of property to which the animal <br />owner has fee title or a lease hold Interdsl. <br /> (b) Twenty (20) acre parcels- Notwithstanding the <br />provisions in paragraph 110.091 and lt0.092 (a) above <br />any type of domestic animals and livestock and <br />poultry without limitation In number, may be <br />maintained on a parcel of land which ~s not less than · <br />twenty (20) acres In size !o which parcel the animal <br />owner has fee title dr a lease' hold Interest, <br /> <br />SECT ION ~2. REPEAL <br /> Ordinance No. 80-9, adopted by the City Council on <br />November 25, 1980, was an ordinance amending <br />Section 110.09 of the CIty Code Is hereby repealed. <br /> <br />SECTION 3. Bodley, being duly sworn, on oath says'he is and during all the times herein stated <br />has been the managing editor of the newspaper known as the Anoka County Union and has <br />full knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the <br />English language in newspaper format and in column and sheet form equivalent in printed <br />space to at least 1200 square inches (2) Said newspaper is a weekly and is distributed once <br />each week for at least 50 weeks of each year. (3) Said newspaper, in at least half of its issues <br />each year, has no more than 75 per cent of its printed space comprised of advertising <br />material and paid legal notices; and in all of its issues each year, has 50 per cent of its news <br />columns devoted to news of local interest to the community it purports to serve, and not <br />more than 25 per cent of its total non-advertising column inches in any issue duplicates any <br />other publication. (4) Said newspaper is circulated in and near the municipality which it <br />purports to serve, has at least 500 copies regularly delivered to paying subscribers and has <br />entry as second-class matter in its local post-office. (5) Said newspaper purports to serve <br />the City of Anoka in the County of Anoka and has its known office of issue in the City of Coon <br />Rapids in said county. (6) Said newspaper files a copy of each issue immediately with the <br />State Historical Society. (6a) Said newspaper is made available at single or subscription <br />prices to any person, corporation, partnership, or other unincorporated association <br />requesting the newspaper and making the applicable payment. (7) Said newspaper has <br />complied with all the foregoing conditions for at least one year preceding the day or dates of <br />publication mentioned below.
