Page 3 <br />Ordinance No. 77-3 <br /> <br />c. Review all City Council, Planning Commission and other advisory <br /> commission minutes and inform the Park and Recreation Commission <br /> of matters relevant to the park and recreation function. <br />d. Provide liaison with other governmental and volunteer units in <br /> matters relating to the park and recreation function. <br />e. Prepare agendas for each Commission meeting. <br /> <br />Subd 2. VICE CHAIRMAN A Vice Chairman shall be appointed annually by <br />the Chairman. The Vice Chairman shall perform such duties as may be <br />assigned by the Chairman and shall assume responsibilities of the Chair <br />in the absence of the Chairman. <br /> <br />Subd 3. MEMBER'S TERM OF OFFICE Members of the Commission shall be <br />appointed by a majority vote of the City Council for terms of three <br />years, except that any person appointed to fill a vacancy occurring <br />prior to the expiration of the term for which his predecessor was appointed <br />shall be appointed only for the remainder of such term. <br /> <br />Subd 4. QUALIFICATIONS FOR MEMBERSHIP: Members of the Commission shall <br />be residents of the City of Ramsey while serving on the Commission and <br />shall represent a broad range of interest in the park and recreation <br />function. <br /> <br />Subd 5. INITIAL APPOINTMENT: The Commission became effective on their first <br />meeting on October 23, 1975, with three members appointed for a term through <br />1978, two members appointed for a term through 1977, and two members appointed <br />for a term through 1976. <br /> <br />Subd 6. RESIGNATION-REMOVAL'FROM OFFICE-VACANCIES: Commissioners may resign <br />~arily or may be removed from office by a majority vote of the City Council. <br />Three consecutive unexcused absences from duly called Commission meetings shall <br />constitute automatic resignation from office. Vacancies in the Commission are <br />to be filled by City Council appointment with a majority vote. <br /> <br />Subd 7. COMPENSATION: Commissioners shall serve without compensation. The <br />secretary shall receive $120.00 per year. <br /> <br />SECTION 8. RULES AND PROCEDURES <br /> <br /> The Commission shall adopt such rules and procedures not inconsistent <br />with these provisions as may be necessary for the proper execution and <br />conduct of business. <br /> <br />SECTION 9. MEETINGS <br /> <br /> Regular meetings shall be held at least once a month with date and time <br />determined by the Commission. Special meetings may be called by the Chairman. <br />All meetings shall be public meetings and open to the public. <br /> <br />SECTION 10. EX,OFFICIO MEMBERS <br /> <br /> The mayor may appoint a Council member or a City staff person as <br />an ex-officio member of the CommisSion privileged to speak on any matter <br />without a vote, and the ex-officio member shall provide a liaison between <br />the Commission and the City Council. <br /> <br /> <br />
